CRD WATER SERVICESCOMPETITION NO.: 06/58SERVICE AREA: Water Services (Watershed)POSITION: WATERSHED TECHNOLOGISTHOURS OF WORK: 70 hours bi-weeklySTATUS: Auxiliary (Maternity Leave Term Position – approximately 12 months)SUMMARY:Under the supervision of the Superintendent of Resource Planning, the Watershed Technologist enters, organizes, maintains, analyzes, and presents spatial information and related data, prepares basic maps using ArcGIS, manages data from meteorological stations and assists with project management, process mapping, and the preparation of technical reports and display materials. Projects will include documenting data collection and information management processes, transferring ecological inventory and disturbance data to geospatial database format, assisting with the integration of forest fuel hazard and legal survey data into GIS, assisting with the implementation of the access management control system and assisting with the management of an access control database and acting as a resource person for Operations staff on data management issues.DUTIES & RESPONSIBILITIES:Assists the Watershed Technologist GIS in compiling, organizing, documenting and checking the spatial and attribute data contained in the division’s GIS.Creates and checks linkages between GIS data and information in databases and spreadsheets.Conducts spatial queries and analyses and prepares basic maps using ArcGIS.Assists with the development, data transfer, and management of MSAccess based geospatial databases and complex spreadsheets.Conducts data analyses and produces data summaries, maps, charts and graphs for use in reports and other technical documents.Assists with project management and scheduling using MS Project.Monitors the collection and distribution of meteorological data and fire weather indices and conducts quality assurance, queries and analyses of these data.Assists with the preparation of planning documents, technical reports, management strategies, policies and procedures, best management practices and standard operating procedures.Conducts library, internet and other searches and prepares annotated bibliographies and summaries of research on topics relating to watershed management, the protection of water quality and data management.Assists with the implementation of the Water Supply Area access management system.Provides guidance and direction to Operations staff on data management and related technical matters.Acts as a liaison with consultants working for the Division as required.Fulfills information requests from consultants, research partners, government agencies, and post-secondary institutions.Organizes and maintains the Watershed Protection filing system for reports, aerial photographs, digital photographs, CDs and DVDs.Coordinates the preparation of displays and presentation materials and assists with planning and coordinating annual public tours of the Greater Victoria Water Supply Area.Orders materials and supplies in accordance with CRD policy.May be required to be on call and work overtime during watershed emergencies and during times of extreme forest fire hazard.Performs other related technical duties as assigned.QUALIFICATIONS:An undergraduate degree in watershed management, biology, ecology, geography, forestry, resource management, environmental studies or related area, together with at least one year of relevant/related experience; or a technical diploma from a recognized institution in geography, forestry, biology, resource management, environmental studies, GIS, information management or related area, together with at least three years of relevant/related experience.Credited technical course(s) in data management and databases.Experience with the preparation of maps using digital mapping software (ArcGIS).Demonstrated understanding of the concepts of data quality, accuracy and precision, specifically in relation to the management and manipulation of spatial data.Competency and experience in the development and use of relational databases (MS Access), complex spreadsheets (MS Excel), and the use of project management software (MS Project) and flowchart/process diagram software (MS Visio) on Windows-based computers.Knowledge of, and experience with, the application of data management standards and specifications.Excellent technical writing and oral communication skills. Excellent organizational skills and attention to detail. Excellent customer service skills.Ability to take initiative, work independently, identify and solve problems, and prioritize work.Ability to work cooperatively as part of a team and establish positive working relationships with other employees, outside agencies and the public.Ability to communicate politely and effectively, both verbally and in writing, with fellow staff, the public and outside agencies.Ability to exercise tact, discretion and good judgment.A valid BC Class 5 driver’s license.
