The Team
The Enterprise Transformation Group, made up of the Chief Information Officer Division and the Enterprise Strategy and Transformation Division, has been established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the Agency.
The Enterprise Strategy and Transformation Division includes the Indigo Program Management Office Branch, the Indigo Product and Design Branch, and the Enterprise Transformation Branch, all of which have a shared objective of delivering effective Program Governance for the Program, and for the AEC more broadly.
The Information and Communications Technology (ICT) Vendor Management Office (VMO) sit within the Indigo Program Management Office Branch and is responsible for the procurement and ongoing contract management for the Indigo Program and Information Technology (IT) resources for the AEC. The VMO works with vendors and business to ensure that contractual arrangements are delivered in line with procurement policy.
The VMO provides the Indigo Program and the wider AEC business areas of IT, professional, coordinated and collaborative advice to facilitate the following services Procurement and Sourcing, Contract Management and Contract Administration.
The Opportunity
The Assistant Director will work closely with the Director to lead and manage the successful execution of procurements and the ongoing management of Indigo and IT contracts, ensuring compliance with the Commonwealth Procurement Rules (CPRs). In this role you will lead a small team of procurement and contract management professionals and support the development of contract management capability within the VMO. You will also contribute to program management and governance practices, including preparing reports and other documentation, along with workload management of Indigo procurement and contract management activities.
The Assistant Director provides advice, guidance and assistance of a moderately complex to complex nature, on all aspects of procurement to ensure compliance with the Commonwealth Resource Management Framework, including the Public Governance, Performance and Accountability Act 2013 (Cth) and associated policies and rules (the Framework).
You will lead and manage a team to ensure high quality outputs, including building team capability to maintain a high level of expertise and encouraging career development. Including developing and actively managing key internal and external relationships, including collaborating with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
Establishing priorities, section planning and aligning longer term plans with agency goals and objectives including, actively managing risks and reporting on outcomes, to deliver the required procurement deliverables will be key to your success in this role.
The Assistant Director will be required to oversee and ensure the maintenance of accurate IT procurement and contracts registers and databases to inform procurement activity and stakeholders needs, including communicating and making decisions using professional judgement, evaluating risks in the context of a complex and changing environment.
To excel you’ll have:
Demonstrated understanding of legislative and policy obligations in relation to procurement and contract management and an ability to apply this knowledge in standard IT procurement scenarios.
Experience in leading teams, developing and managing work plans and implementing monitoring processes ensuring work is on track and delivers against strategic objectives for the team and the Indigo Program, while managing risk to ensure the effective delivery of procurement activities for the success of the AEC.
Demonstrated the ability to build and manage relationships with business areas, external stakeholders and executives, to identify opportunities, achieve outcomes and facilitate cooperation.
Demonstrated personal drive and integrity whilst achieving results within legislative and budget parameters and managing competing priorities for you and your team.
Demonstrated the ability to think strategically by providing significant contributions to innovation and business improvement strategies.
Desirable
Relevant qualifications and / or industry certification. For example, Diploma of Government and/or Certificate IV in Government (Procurement and Contracting) or equivalent.
Understanding of, or the ability to gain an understanding of the Commonwealth Resource Management Framework.
Relevant qualifications in project management, business, public administration or similar.
