Job Title: Chief Finance Officer

Position Type: 5 Months Full time Casual Temporary Contract
Pay Rate: $92 per hour + Super
Key Responsibilities:
1. Actively participate in budget and financial management planning and forecasting.
2. Provide advice directly to the Director Corporate Services and the Director of Public Prosecutions in relation to:
1. Expenditure and revenue - budget forecasting and analysis;
2. Financial accounting services and standards;
3. Legislative obligations in relation to financial management;
4. Taxation compliance and administration;
5. Financial systems coordination and management;
6. Contracts and purchasing obligations;
7. Key performance indicator analysis and reporting;
8. Strategies to improve outcomes and deliver efficient, cost-effective financial management services.
3. Achieve project management of operations and business improvement initiatives.
4. Lead and manage the operations of the Finance section through the use of effective communication, performance management, staff skill and development, system design and assurance controls.
5. Provide appropriate leadership to team members and across the ODPP.
6. Develop, implement, review and manage financial management policies, processes and reporting systems, promoting best practice and governance compliant with relevant standards and legislation.
7. Seek out and implement business improvements to meet both client and user needs to enhance cost effectiveness and informed decision making.
8. Participate and advise on organisational and governance policies and procedures, including but not limited to:
1. Internal controls and quality assurance (including corruption prevention);
2. Management of assets, revenues, expenditure, facilities, and contracts.
9. Responsible for risk management oversight, financial management manual and system controls and assurance policies and procedures.
10. Responsible for procurement and purchasing policies, guidelines and practices including contract management.
11. Responsible for the preparation of the annual financial accounts.
12. Undertake periodical reporting to budget managers, Committees, and Executive.
13. Undertake business analysis for business case development and recommendations.
14. Conduct analysis of business processes for financial and risk governance.
15. Responsible for updating the treasury systems (SIMs).
16. Provides education and awareness of budget and financial management.
17. Develop and maintain strong and positive relationships and networks with other professionals.
18. Maintain up-to-date knowledge of current trends and standards with regard to financial management and organisational performance.
Essential Requirements:
1. Candidates must be CPA or Chartered Accountant qualified.
2. Demonstrated financial management skills are a must.
3. An excellent understanding of, and broad experience in, corporate level financial planning, budgeting, procurement, auditing and service delivery standards is required.
4. The ability to develop, implement and evaluate corporate governance, financial and risk policies and procedures is essential.
5. Able to collect, analyse and interpret financial accounting data and information to report financial and physical resources. Experience in forecasting expenditure and revenues is also required.
6. Proven ability to lead, develop, manage and influence high performing teams. Significant experience in Project management is also essential.
7. Experience and demonstrated ability in building and maintaining good working relationships with key stakeholders.
8. Exhibit excellent written, oral and interpersonal skills including the ability to engage and negotiate with both internal and external stakeholders.
9. Knowledge of the Financial Management Act 2006, and Government financial policies and accounting concepts applicable to the public sector.
10. Experience in working in the financial management within a public sector environment, including the responsibilities under relevant contracting and audit obligations.
