Primary Objective : Provide strategic guidance, direction, and management to ensure effective emergency management throughout the NT.
Key Duties and Responsibilities :
Lead, manage, and provide strategic emergency management advice across whole of Government. Engage with key stakeholders including Regional Emergency Controllers, other Government agencies, and local authorities; oversee the management of Emergency Operation Centres across the NT. Support the Chief Officer NTES in driving change, managing complex projects, ensuring effective operations and risk management, delivering quality emergency services, and providing Secretariat support to key councils. Ensure the preparation / review of Emergency Management Plans and contribute subject matter expertise where required. During emergency events, be the NTES Liaison Officer in the Emergency Operation Centre, providing high-level expert advice. Lead the NT's development and prioritisation of projects for the Disaster Ready Fund and oversee the effective management and acquittals of the grants program. Prepare a range of high-level correspondence and documentation, including Ministerial briefings, Legislative briefings, Estimate briefings, reports, proposals, and Cabinet Submissions / comments. Selection Criteria :
Essential :
Demonstrated high-level understanding of contemporary change management processes, with a proven ability to lead and drive organisational change initiatives within complex operational environments. Demonstrated high-level strategic, conceptual, analytical, and problem-solving skills, and the ability to provide strategic advice and solutions during crisis situations. Proven ability to provide strategic leadership in an emergency / hazard management environment, with experience in delivering coordinated and effective responses. Demonstrated experience in managing large scale, whole of government projects with significant outcomes, ensuring timely delivery and positive impact across the organisation. Strong skills in developing, implementing, and monitoring governance, reporting, and risk management frameworks to enhance accountability and minimise risks. High-level written and verbal communication skills, with the ability to lead, influence, and engage diverse audiences, including senior executives, government agencies, and community stakeholders. Demonstrated experience in emergency services operations, including active participation in emergency response and management, and enhancing community preparedness. Demonstrated ability to interpret and apply emergency management legislation, policies, and plans to ensure effective governance, compliance, and alignment with legal frameworks. Desirable :
Tertiary qualifications relevant to that of a Senior Officer within the emergency service industry.
