What does this Position do?
The Coordinator, Health and Community Safety is responsible for overseeing a range of regulatory, compliance, and environmental health services. This includes Animal Management, car parking enforcement, local nuisance mitigation, and regulatory services. The role supports the development and implementation of environmental health initiatives while ensuring adherence to Council policies and legislative frameworks. Leadership, team building, and fostering employee growth are essential components of this role to create a collaborative and high-performing workplace culture. The role is responsible for ensuring the department provides the full suite of services in a timely, effective and efficient matter ensuring legislative compliance.
Key Objectives
Leadership and Team Management
Lead and supervise staff within the Environment Health and Community Safety teams, fostering a positive team culture and encouraging professional growth.
Ensuring the suite of services required are being delivered effectively and efficiently, and complicit with the legislation.
Provide coaching regarding awareness of sound regulatory and environmental services practices through education initiatives.
Provide mentorship, training, and development opportunities to build staff capabilities.
Lead by example across Council; demonstrating high calibre leadership.
Animal and Nuisance Management
Lead the administration and enforcement of Animal Management legislation, ensuring responsible pet ownership within the community.
Respond to complaints and mitigate local nuisances in accordance with legislation, Council policies and local laws.
Regulatory and Compliance Services
Enforce car parking regulations and other local laws, ensuring compliance with state and federal legislative requirements.
Investigate customer requests and complaints related to environmental health, community safety, regulatory compliance, and nuisance issues.
Policy and Procedure Improvement
Support the review and continuous improvement of Council’s policies, guidelines, and procedures, ensuring alignment with current legislation and best practice.
Provide strategic input into updates and amendments to environmental health, community safety, animal management, and regulatory frameworks.
Advisory and Project Management
Advise Council and Senior Management on compliance matters, ensuring adherence to relevant policies and strategies.
Manage and deliver projects within budget and time constraints.
Provide reports on the scope of services being delivered to the community.
Community and Stakeholder Engagement
Liaise effectively promoting Council in a positive light, with community groups, government agencies, and other stakeholders to foster partnerships and secure funding for local projects.
Promote positive education and awareness of sound regulatory and environmental services practices through education and engagement initiatives.
Reporting and Budgeting
Prepare detailed reports for Council on areas of responsibility, including regulatory activities, compliance outcomes, and project progress.
Develop and manage budgets in line with Council’s financial guidelines.
General
Actively participating in training and WHS programs as required.
Report incidents, near miss, injuries, property damage and identified hazards.
Take reasonable care to protect their own safety and the health and safety of others.
Follow reasonable instruction on health and safety and injury management.
Ensure compliance with Council human resources requirements, Council policies and procedures etc.
Any other responsibilities consistent with your position.
Essential Qualifications, Experience, Knowledge & Skills
A relevant tertiary qualification in Environmental Health, Environmental Science, or a related field.
Demonstrated ability to lead, manage, and develop teams to achieve operational excellence and high performing team culture.
Commitment to fostering a culture of collaboration, accountability, and continuous improvement.
High calibre knowledge of Animal Management legislation, community safety, car parking regulations, local nuisance laws, and relevant policies.
Exceptional communication skills, with the ability to build and maintain positive, effective relationships with internal and external stakeholders.
Experience in managing sensitive issues with discretion and professionalism.
Ability to manage multiple projects simultaneously, ensuring timely and cost-effective outcomes.
Strong problem-solving and decision-making skills to complex problems.
Highly regarded but not essential Qualifications, Experience, Knowledge & Skills
Demonstrated experience in local government.
Proven ability to develop and implement compliance, environmental health, and regulatory policies.
Special Conditions
Office-based role with regular site visits for inspections and audits.
Occasional after-hours or weekend work may be required to address community needs or urgent compliance matters.
3 Grace Days per annum

Legislative, governance and corporate reporting is timely and accurate.
Advice and recommendations to Manger Development and Regulatory and Council generally are timely, professional, and high quality.
Staff management matters, including WHS issues, are addressed and resolved in a timely, appropriate, and effective manner.
Budget for the Business Unit is proactively managed, with sustainable financial and non-financial results, and necessary variations identified at the earliest opportunity.
Duties within the team are carried out in an efficient and effective manner.
Actions in Action Plans and Strategies for the Business Unit are progressed in a timely and effective manner.
DACO online register is current and all outstanding registrations and information are followed up.
Fire Prevention program is maintained each year, fire treatments for private properties are identified and applied as necessary and notices issued for non-compliance.
Expiations are issued and administered as per the legislative framework and timelines.
Complaints are addressed and responded to within legislative framework.
Achievement of performance measures within the Animal Management Plan.
Ensure food business inspections are completed within legislative timeframes and within Council’s specified standards
