About the Opportunity
DWER is looking to establish a talent pool to fill Senior Manager positions within our Industry Regulation team to fill immediate and future opportunities.
We currently have one (1) permanent position to fill immediately (Senior Manager Process Industries) and other permanent positions potentially arising in the near future. We also have fixed term opportunities available now.
There are three branches within Industry Regulation that focus on regulating key industries in Western Australia:
Resource industries – mining activities and ports.
Process industries – mineral processing, manufacturing, energy production, chemical processing, oil and gas, agribusiness, breweries and wineries
Waste industries – landfills, liquid waste facilities, wastewater treatment plants, and solid waste storage facilities.
The Senior Manager role in Industry Regulation is responsible for:
1. Leading and managing the sector’s assessment of applications for, and review of instruments granted under, Part V, Division III, of the Environmental Protection Act 1986 within target time frames where possible. Under delegated authority, making decisions on applications and other matters relating to works approval and licences.
2. Managing workload and prioritising deadlines in line with Departmental guidelines and motivating and developing a successful and productive sector that is innovative, collaborative and delivers sector and Divisional outcomes.
3. Contributing to the Division’s strategic planning and priority setting and developing the sector’s Business Plan in alignment with the Divisional plan and Departmental strategic objectives.
4. Identifying opportunities for streamlining and simplifying regulatory processes and leading and/or contributing to the development and implementation of policies, strategies, plans, standards and programs or contributing to projects to improve the Part V regulatory framework.
5. Developing and maintaining cooperative and collaborative relationships with the allocated industry sector and other internal and external stakeholders and foster cross sector approaches to build support for the Department’s regulatory approach, drive regulatory improvements and achieve strategic environmental outcomes.
6. Reviewing and evaluating the performance goals and quality standards achieved by the sector and implements measures to meet regulatory outcomes, legislative outcomes and audit and reporting requirements.
7. Managing the sector’s response to statutory submissions required by Part V instruments and complex, contentious and environmentally sensitive issues associated with activities regulated by the sector and managing the sector’s support to the agency’s compliance, investigation and response functions.
Reporting to the Director Industry Regulation, the primary function of the Senior Manager is to manage the operational, workforce and financial planning of an industry sector and the effective and efficient delivery of the Sector’s industry licensing services and resources. The Senior Manager responds to complex, contentious, and environmentally sensitive issues associated with activities regulated by the Sector.
You will have the opportunity to manage the effective and efficient use of the team’s resources to support the delivery of the Sector’s and wider Division’s, strategic priorities. You will provide expert scientific advice and share scientific knowledge with internal and external stakeholders and represents the Department on committees, working groups and other forums.
