The Aged Care Quality and Safety Commission have exciting ongoing opportunities for Senior Intelligence Officers in our Enforcement team.
Senior Intelligence Officers play a pivotal role in analysing and assessing referrals against investigation criteria to prioritise, escalate and make recommendations for cases to be investigated by the Enforcement team. The role will research and review information from a range of sources to identify risks to produce high quality and detailed written reports to inform Investigators and regulatory responses.
The position will apply in-depth knowledge of decision-making processes, legislation, financial and regulatory frameworks to provide specialist and technical advice to internal and external stakeholders. Furthermore, Senior Intelligence Officers will support the Assistant Director with coaching and mentoring staff, and continuous improvement initiatives to improve the quality of team outputs and support the broader Commission strategic priorities.
Successful candidates will have highly developed written communication, stakeholder management, organisational and time management skills to manage a high volume of case referrals, competing priorities and projects. Candidates must also possess demonstrated research, analytical and problem-solving skills with the ability to apply significant judgement to prepare well-reasoned and proportionate decisions.

About our team
The Enforcement Team conducts investigations into alleged non-compliance with the Code of Conduct and other responsibilities of workers and approved providers under the Aged Care Act 1997 and the Aged Care Quality and Safety Commission Act 2018 (Commission Act). The Team focuses on enforcement responses to non-compliance, including court-based action (e.g. criminal prosecution and civil penalty proceedings) and other evidence-based actions such as banning orders and infringement notices.
The Enforcement Team investigates alleged contraventions of the Code of Conduct provisions under part 8AA, division 2 of the Commission Act. The Commission can commence civil penalty proceedings under the Regulatory Powers (Standard Provisions) Act 2014 for non-compliance with the Code of Conduct. The Enforcement Team can also investigate whether an individual is suitable to be involved in aged care and can make a banning order against an individual where they have engaged in misconduct or they are not suitable to be involved in aged care.
The Enforcement Team may also investigate criminal offences under aged care legislation relating to the non-permitted use of refundable accommodation deposits by approved providers and key personnel and, where appropriate, refer matters to the Commonwealth Director of Public Prosecutions to commence criminal prosecution.

KEY ACCOUNTABILITIES
Under general direction assess and analyse information from a range of sources to identify risk and apply significant judgement to produce well-reasoned conclusions and recommendations about matters that require regulatory responses or investigation.
Produce high quality reports to help inform Investigators and regulatory responses, with a high level of accuracy and thoroughness.
Work collaboratively and liaise with stakeholders to develop and maintain professional relationships, obtain information on complex or sensitive matters, and provide advice and recommendations on potential investigations.
Recognise and facilitate timely escalation of high and severe risks to support the Commission to investigate and achieve proportionate regulatory responses.
Monitor patterns and trends to inform high-quality intelligence and strategic advice.
Apply in-depth specialist knowledge and technical advice in relation to decision-making processes, legislation, financial and regulatory frameworks including the Aged Care Act 1997, Aged Care Quality and Safety Commission Act 2018, and Regulatory Powers (Standard Provisions) Act 2014.
Supporting the Assistant Director to maintain a high performing team including leading continuous improvement initiatives to improve quality of team outputs and support the broader Commission strategic priorities.
Provide coaching, mentoring and guidance to other staff within the team and contribute to a learning culture where expertise can be appropriately shared.
Applying strong organisational and time management skills to meet key deliverables including assessing changing priorities in a changing environment.
ELIGIBILITY REQUIREMENTS
Key capabilities
An in-depth understanding or the ability, to quickly acquire knowledge of aged care legislation, regulatory practices and intelligence including Aged Care Act 1997, Aged Care Quality and Safety Commission Act 2018, and Regulatory Powers (Standard Provisions) Act 2014.
Demonstrated research, analytical and problem-solving skills including applying significant judgement to appropriately manage risks and make proportionate decisions.
Highly developed interpersonal, engagement, and consultation skills with demonstrated negotiation skills to establish and maintain professional relationships with key stakeholders.
Demonstrated experience in leading and implementing continuous improvement initiatives to improve operational delivery and support broader organisational strategic priorities.
Strong written communication and a high attention to detail to prepare comprehensive and well-informed recommendations and reports.
Experience educating, coaching and mentoring staff across geographically dispersed teams.
Proven organisational and time management skills with the ability to manage competing priorities and re-prioritise with changing business environment.
