About the Role:
We are seeking an experienced Senior Leasing Officer to join a dynamic team within the local government sector. This critical position will oversee the management of property leasing programmes, including Crown Land leases, while contributing to policy development and delivering high-quality leasing services to the community. The role offers the opportunity to shape council property policies and make a meaningful impact on the community.
Key Responsibilities:
Collaborate with senior advisers to review and develop the Property Lease and Licence Policy, including community consultation and stakeholder engagement.
Manage Council property leases, licences, and Crown Land arrangements, ensuring full statutory compliance with the Local Government Act and other relevant legislation.
Oversee external property managers and contractors, ensuring adherence to council procurement policies.
Provide expert leasing advice to management and various council departments.
Maintain and manage the Property Lease Register, ensuring data integrity and statutory compliance.
Conduct regular audits to ensure accuracy of rental income and adherence to rent review clauses.
Support policy and procedure development within the Property & Leasing Department.
Manage contracts for council car parks, ensuring compliance with competition and procurement principles.
Attend council and community meetings, occasionally outside of standard hours, to engage with stakeholders and resolve property-related issues.
What you'll need to succeed:
Qualifications: Tertiary qualifications in Property or a related field are highly regarded.
Experience: A minimum of 10 years' experience in property leasing, particularly within the local government sector. Strong understanding of statutory obligations, including Crown Land leasing.
Policy Development: Proven ability to contribute to policy formulation and review, particularly related to property leasing and land use.
Financial Acumen: Proficient in budget management, with the ability to monitor and control department budgets using financial systems.
Communication & Interpersonal Skills: Excellent presentation, consultative, and negotiation skills, with the ability to engage diverse stakeholders, including councillors and community groups.
Technical Skills: Proficient in MS Office and leasing software systems, with a sound knowledge of the Retail Leases Act 2003 and other relevant legislation.
Licences: A valid Victorian driver's licence, National Criminal History Check, and Working with Children Check are required.
