Commercial Investments Division Policy Officer / Commercial Analyst
We are seeking to fill APS 5 and APS 6 level roles across three key functions within the Commercial Investments Division (CID).

Government Business Enterprise (GBE) Oversight As a commercial/policy analyst in one of our GBE teams, you will be responsible for leading a small team to represent the Minister for Finance's interests as shareholder minister in delivering high-quality commercially driven outcomes consistent with the Government's policy objectives.
Oversight roles include supporting the delivery of major infrastructure works such as Snowy Hydro 2.0 or the Inland Rail Program, regulatory compliance of government entities such as through NBN Co or Australia Post, supporting Australia's national security objectives by overseeing the entities' delivery of major Defence capability projects, and establishing a new joint entity to deliver the Marinus Link project.
Investment Management As a commercial/policy analyst providing oversight and guidance associated with the Commonwealth's Investment Framework, Australian Government Investment Funds, or Specialist Investment Vehicles, you will be responsible for strengthening the Commonwealth's long-term financial position to meet unfunded liabilities, deliver on critical government funding policy objectives, and support the Government's investments in priority industries.
This diverse opportunity could see you working alongside the Future Fund Management Agency to support the implementation of its investments framework, working with investment vehicles such as the Northern Australia Infrastructure Facility, Clean Energy Finance Corporation, or National Reconstruction Fund Corporation, or supporting other Commonwealth agencies undertaking major strategic transactions.
Commercial Policy Development and Implementation CID manages the Commonwealth Investment Framework and supports Commonwealth agencies in implementing the Framework to meet the Government's investment and policy objectives.
These investment and policy objectives could be implemented through existing GBEs, investment vehicles, or by working with agencies to support new transactions in various commercial sectors.
For example, there are opportunities to work closely to develop and implement major Government Policy priorities such as the AUKUS trilateral partnership and the acquisition of conventionally-armed nuclear-powered submarines, Net Zero and renewable energy policy, and supporting the development and implementation of scoping studies and reviews, such as the Inland Rail Review, by providing quality advice to Commonwealth agencies and to Government.
Key Responsibilities
Drafting high-quality and timely briefs and correspondence for the Minister for Finance, including on strategic policy, project delivery, and commercial matters.
Confidence to work closely and collaboratively with a range of stakeholders, including other government departments, management and staff of GBEs, Specialist Investment Vehicles, and the Future Fund Management Agency.
Supporting processes for the Government to appoint board members and Chief Executive Officers to the entities delivering the Government's investment priorities.
Preparing and providing advice to and supporting Commonwealth agencies in the delivery of major Commonwealth policies, programs, and projects.
Monitoring media and industry developments relevant to the area of work with the capacity to identify opportunities and risks.
Preparing Cabinet Submissions for Government consideration in relation to new investments, projects to be developed, governance, and performance-related matters.
Undertaking procurement processes to engage advisors and monitor contract delivery as required.
Using strong communication skills to liaise with the Minister for Finance's Office and the office of senior staff to provide information as required.
Undertaking financial analysis of annual reports, quarterly reports, and corporate planning documents.
Assisting with input to Budget and other economic updates and liaising with subject matter experts from across the Department.
Undertaking detailed analysis of business cases for new projects, commercial opportunities, and broader policy-related issues such as competition matters.
Managing junior staff to build team culture, support development, and ensure the effective delivery of team outputs.
About the Division
The Commercial Investments Division (CID) within the Commercial Group at the Department of Finance supports delivery and oversight of a diverse set of relationships and commercial investments on behalf of the Australian Government and the Minister for Finance.
CID consists of 5 Branches:
Communication and Energy Investments (GBEs)
Defence Investments (GBEs)
Transport Investments Branch (GBEs)
Commercial Policy and Advice
Specialist Investment Vehicles, Funds, and Governance.
CID provides oversight of the management of the Government's GBEs to ensure accountability and transparency is maintained while also delivering value for money.
The functions provided by the GBEs are diverse and include:
Australia Post: the Commonwealth's vehicle for delivering upon its community service obligations.
Australian Rail Track Corporation: operator of Australia's interstate freight rail network.
NBN Co Limited: operating Australia's fibre network.
National Intermodal Corporation: assessing the feasibility of constructing intermodal terminals.
Snowy Hydro Limited: generating and retailing electricity and gas.
Western Sydney Airport Corporation: constructing the Western Sydney International Airport.
Australian Naval Infrastructure: managing infrastructure for the Commonwealth's naval shipbuilding program.
ASC Pty Ltd: sustaining Australia's submarines.
Defence Housing Australia: providing housing services to Defence Force members.
CEA Technologies: developing advanced radar systems for Defence capabilities.

Eligibility Advice & Candidate Notes
Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role.
