The MRQ mission is to provide a state-wide boating safety network, able to respond to blue water situations, educate the boating public, and contribute to their unique skills to support emergency service agencies during disaster and emergency events, and other organisations for routine tasks
This position will provide support and advice to the Capability and Planning function in the MRQ. You will develop, coordinate, and evaluate the Capability planning strategy, understand how the business works and plan future capability requirements. You will work collaboratively with specialists and MRQ Management and the Capability & Development Manager to develop and implement the Volunteer Management Strategy and provide strategic advice for projects to support the operational capability of a new integrated marine rescue service.
The core capability requirements for this role are:
1. Manage and contribute to the development, accreditation, evaluation, and moderation of a diverse range of training programs and strategies relevant to Marine Rescue Services.
2. Coordinate training and development deliverables for a variety of projects in consultation with internal and external stakeholders relevant to Marine Rescue Services, embedded within state-wide capability framework.
3. Provide advice and assistance with organisational change management activities relative to legislative amendments, best practice, marine orders, changes in technology or business practices relevant to Marine Rescue Services.
4. Conduct training needs analysis to facilitate the provision of expert advice to management concerning training and development relevant to MRQ.
5. Design evaluation, feedback, and quality assurance framework to gauge the effectiveness of policy and procedures uplift, training and development relevant to MRQ.
6. Represent MRQ at internal and external forums and prepare and present reports, briefings, and submissions on the implementation of capability development strategies and activities.

7. While there are no mandatory requirements for this role, possession of a Certificate IV in Training and Assessment (TAE) or accredited tertiary qualification in adult education would be highly regarded.
