The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and marine surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who performing strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations.
CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations.
The Integrated Logistic Support (ILS) Officer is part of the Cape Class Patrol Boats (CCPB) In Service Support (ISS) Section in the CMSB. CCPB ISS Section provides engineering services for the ongoing support of the ABF fleet of vessels. The Section undertakes specialist maritime engineering, configuration and technical data management functions.
The Officer may experience periods of out-of-normal hours work requirements.

Our ideal candidate
The ILS Officer is responsible for status reporting, financial oversight and technical analysis. They manage ILS activities in accordance with the ABF Safety Management System (SMS) and support the full implementation of the SMS. This position provides consideration to the relevant integration of all ten elements of the ILS to ensure effective coordination of the ILS program and will provide input for future ABF marine capability and/ or projects.
Our ideal candidate will be proactive and reliable with the ability to effectively manage inventory for equipment and spare parts in consultation with ISS Contractors, and manage necessary activities to ensure the operational readiness of the ABF Fleet. They will be detail oriented and provide practical solutions to address failures through thorough data analysis.
We are seeking candidates with strong communication and stakeholder management capabilities who can develop cooperative relationships with project team members and partners, show leadership qualities and deliver detailed briefings as required.
Duties and responsibilities
The responsibilities of the function may include:
* Develop materiel logistics strategies and plans for information, communications, quality and resources that support the objectives of an acquisition project or support activity.
* Prepare ILS related plans for CCPB including Support Services Management Plan, Configuration Management Plan, Maintenance Management Plan, Supply Support Plan, Training Support Plan and others as required.
* Conduct ILS analysis including failure reporting, analysis, and corrective action system (FRACAS) and data collection and analysis (DCACAS). FRACAS provides a disciplined and aggressive closed-loop process for solving issues at the design, development, production and deployment stages.
* The fundamental tasks are to:
o Record and capture information about failures and problems
o Identify, select and prioritise failures and problems
o Identify, implement and verify corrective actions to prevent recurrence of failures
o Provide information from failure analysis and corrective actions in order to support reliability data analysis
o Provide report summaries of incidents counts, and provide data used for reliability and quality metrics
o Manage and report on issues, risks and opportunities, including maintenance of a Fleet ILS Risk Register.
* Provide detailed, accurate and timely briefings to the Minister, ABF Senior Executive and other senior reporting requirements as required.
Additional information
* Demonstrated experience in management of Integrated Logistic Support.
* Sound understanding, critical analysis and reasoning skills in identifying and addressing complex and/or sensitive issues.
* Experience in and understanding of the Capability Life Cycle and developing, managing and completing ILS documentation, instructions, plans and systems analysis.
* Experience working in a high performing project team and building trusted and valued relationships with project team members, customers and partners.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
* ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
* Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
