Job Title: Team Leader - Budget and Financial PlanningEmployer: DFP Recruitment Client - State GovernmentPosition Type: 6 month Full Time Casual Temporary Contract – ASAP start!Pay Rate: Approx $66-84 per hour + Super (Level 7)Location: Perth, WA 6000Key Responsibilities:Researches, analyses and develops strategic financial options to enhance the future financial management and capability of the Commission and the provision of advice concerning the financial implications of, and financial risks to, the Commission’s current and projected business activities.Assist the Chief Finance Officer in managing the Commission’s external budget cycle, coordinates and consolidates submission and monitors expenditure and negotiations with the Department of Treasury.Development and review of external budgets, forecasts, funding submissions and business cases for ‘Whole of Government SIMS budgeting reporting.Oversees the Commission’s fund management, including the preparation of Commission’s Cash Disbursement Profile.Supports Performance indicator reporting, ensuring that the required financial and budgetary data is available.Team Leaders/Managers to work collaboratively to meet all Finance team deliverables, by sharing team expertise, support and resources.Manages the External Budgeting and Financial Planning team to ensure timely and efficient delivery of external budgeting and planning services to the Commission and the Division.Ensures all aspects of the external budgeting function are performed in compliance with best practice.Manages staff performance through work planning, training and development and performance management.Other duties as required.Builds and maintains effective communication and working relationships across each of the directorates and provides high level advice and support in relation to the Commission’s financial and corporate governance services.Builds and maintains effective working relationships with external parties (e.g. Health Support Services, Department of Treasury, Office of the Auditor General) on the provision of business services and ensures appropriate liaison, consultation and negotiation occurs to meet the Commission’s objectives.Represents the directorate and the Commission on relevant forums, committees, reviews and working parties when required.Prepare briefing notes for the Budget Estimates Committee meetings as required.Liaises with relevant government and non-government agencies as required.Maintains corporate policies, processes and procedures to promote contemporary and cost-effective best practice and governance.Responsible for developing and managing appropriate best practice management accounting policies and procedures.Maintains up to date knowledge of accounting and financial policies.Prepares and assists with responses to Minister, Executive, Audit, Treasury, and other external stakeholders, where required.Essential to be successful in this role:Extensive business / financial management experience including experience with management reporting, budget preparation and corporate governance in a business/ financial management area.Demonstrated knowledge of the public sector legislative framework, procedural requirements, Government policy, the Government budget process and contemporary financial management practice.Well-developed communication, interpersonal and negotiation skills with the ability to effectively consult and provide advice and support to relevant stakeholders.Well-developed conceptual, analytical and problem-solving skills with a proven ability in business process design, development and implementation.Demonstrated experience leading and managing teams.Possession of a relevant qualification (CPA, CA, MIPA or equivalent).How to apply:If you meet the above requirements and would like to apply, APPLY NOW or email Taylor at DFP Recruitment Perth on TRobinson@dfp.com.au - I will call you to discuss your application details if shortlisted.Applicants new to DFP may be asked to provide additional information including work rights status via a survey link – if requested, we ask that you provide this information in order to expedite your application.DFP welcomes applications from Aboriginal and Torres Strait Islander people, people with diverse cultural and linguistic backgrounds and people with disability.
