Job Description:
The Community Partner Program District Supervisor reports to the Community Partner Program (CPP) Regional Operations Manager within Access and Eligibility’s Community Access Division. The Community Partner Program (CPP) is a statewide network of governmental, faith-and community-based organizations (community partners) contracted, trained, and supported to provide assistance to individuals receiving or applying for public assistance benefits.
The CPP District Supervisor will be responsible for supervising the work of regional teams and establishing the teams’ goals and objectives in collaboration with the Regional Operations Manager. Approves schedules, priorities, and standards for achieving goals; oversees program activities; guides the development and implementation of program, and monitors compliance with policies and procedures. The CPP District Supervisor will oversee the CPP’s regional partnership recruitment, onboarding, training and technical assistance as well as partner retention. Leads the planning and coordination of meetings to provide programmatic updates and training. Assists with the coordination of CPP Forums.
The successful candidate will demonstrate experience working in environments that emphasize innovation through new ideas, team building, and continuous improvement. The CPP District Supervisor performs complex administrative and supervisory program work and works under limited supervision, with moderate latitude for the use of initiative and independent judgment. This position requires knowledge of Health and Human Services Commission (HHSC) programs - Medicaid, Children's Health Insurance Program (CHIP) services, Supplemental Nutrition Assistance Program (SNAP). The position also requires work outside of regular hours and travel 70-80% of the time.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy, and willing to utilize personal vehicle to travel at 70-80% of the time.
EJF (35%) – Staff Oversight and Supervision Assists Regional Operations Manager in providing ongoing supervision of staff that includes, but not limited to developing performance standards; providing performance evaluations; counseling; approving leave requests; providing training and staff development; providing guidance in handling difficult or complex program-related problems and challenges; making hiring decisions as well as recommendations for termination.
Guides the planning and prioritizing of the work of others in order to ensure adequate staff coverage to meet program goals and objectives.
Reports capacity and demand of resources and balances resources according to program priorities.
EJF: (35%) – Program Administration, Monitoring, Evaluation, Quality Assurance, Reporting
Oversees the local implementation of the CPP strategic plan and program priorities in the regions.
Works with team to assure implementation and attainment of program goals and objectives.
Assists with the overall assessment, planning, implementation, coordination, organization, and evaluation of Regional activities to promote effective program administration and service delivery.
Provides updates on regional team activities, accomplishments, and challenges.
Conducts assessment of governmental, faith-and community-based organizations within assigned region (County/Counties). Works with Regional Operations Manager to develop yearly recruitment goals.
Identifies and researches opportunities to strengthen services and programs. Oversees ongoing evaluation, data collection, and quality improvement initiatives.
Prepares program and evaluation reports. Reports information on program activities using HHS designated database. Assists in developing and tracking programmatic performance measures - ensuring quality and accuracy of data collected. Ensures timely submission of reports.
EJF (25%) Regional Support to Community Partners (Recruitment and Retention)
Provides oversight of Community Partner recruitment and retention activities. In collaboration with CPP Manager and Regional Operations Manager develops yearly recruitment and retention goals.
Oversees the identification and establishment of new community partners to increase and diversify the statewide network of Community Partners.
Oversees and assists organizations with process of joining the CPP.
Provides support and engagement throughout the establishment of the MOU process and ensures community partners are properly on-boarded into the CPP.
Oversees and participates in providing and maintaining consistent and ongoing support to Community Partners. This includes providing technical assistance, troubleshooting and problem solving, in-person visits and remote contact, training, and presentations. Plans, coordinates, and facilitates events focused on providing programmatic updates and training to partners; collects and shares best practices and resources and works with partners to identify programmatic improvements. Works with CPP Leadership to coordinate local community partner forums.
Implements and oversees retention strategies.
EJF (5%) – Other Duties:
Performs other duties as assigned that require limited supervision with the use of independent judgment and considerable initiative. Other duties include but are not limited to ensuring continuity of operations, and supporting state and local stakeholder relations and engagement.
Coordinating responses to stakeholder inquiries and legislative requests, as well as representing HHSC a locally-based legislative events.
Represents CPP, AES, and HHSC at regional and local community external stakeholder meetings, events and workshops. Presents timely and consistent information to stakeholders about the CPP and HHSC benefits programs.
Participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
