The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and maritime surveillance capability in Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft and satellite, sensor systems and logistics support to civil maritime operations. The CMSB operates in a complex, challenging and changing environment which is characterised by a continual high tempo of civil maritime operations.
The Safety and Operations Section provides oversight of maritime surveillance asset capability and is responsible for ensuring the ABF maritime surveillance assets are operationally available for tasking by Maritime Border Command (MBC). This Section is the point of contact for any operational matters and acts as the liaison point with stakeholders which include MBC and Australian Border Operations Centre (AMBOC) in relation to asset availability.

Our ideal candidate
The Supervisor, Maritime Aviation Specialist Surveillance Officer reports to the Inspector, Aviation Asset Management and provides contractual assurances through operational (airborne) and ground-based performance monitoring of contractor aircrew. This position also provides support to MBC's Civil Maritime Surveillance Program, MBC operational activities and the Civil Maritime Sustainment Branch.
Our ideal candidate will be adaptable and work effectively in a dynamic environment. They will have a significant level of operational airborne experience undertaking maritime surveillance operations (or similar) and sound knowledge of aircraft and sensor capabilities and limitations.
The successful candidate will have exceptional stakeholder engagement and communication skills, with an ability to provide specialist capability advice to the ABF, MBC and other Government Agencies.
Our ideal candidate will be an enthusiastic leader who can drive high performance through effective mentoring and training across a range of operational teams including the APS5 Maritime Aviation Specialist Surveillance Officer (MASSO) staff and contracted aircrew.
Previous experience or qualifications in workplace training and assessment will be highly regarded.
Duties and responsibilities
* Monitor contractor fixed-wing and rotary-wing missions, at all bases, to ensure compliance and standardisation. This includes; adherence to MBC's investigation and reporting requirements; adherence to MBC and contractor company SOPs; effective crew use of surveillance equipment and systems; serviceability of aircraft and associated electronic surveillance equipment.
* Submit post-flight performance report (Mission Assessment Report) on all monitored contractor flights, including statistic data on assurance activities.
* Raise rectification notices and evaluation adjustments where necessary, and liaise with contractor staff to determine any actions, rectifications or remedial training requirements.
* Generate, disseminate, monitor and mark contractor aircrew annual assessments.
* Assist in maintaining the annual assessment question and answer database and aircrew currency database, including desktop reviews.
* Create, maintain and present ABF/MBC-specific training material for contractor aircrew, including face to face, online and written materials.
* Monitor the conduct and content of contractor provided training for quality assurance and ensure that training meets ABF requirements.
* Participate in the contractor's course design and development process as required.
* Attend contractor training days, to provide feedback or complementary training as required.
* In-flight training/mentoring of aircrew during monitored missions, with focus on operational and tactical considerations.
* Demonstrate and foster positive team culture.
Additional information
* The occupant is required to successfully undertake contractor-provided training to the level of Mission Coordinator.
* An understanding and appreciation of the role and responsibilities of MBC's Civil Maritime Surveillance and Response program.
* Previous experience or qualifications in a workplace training and assessment role is also highly desirable but not essential.
* Proven ability to work as an effective member of a team and an ability to adapt quickly in a dynamic environment.
* Willingness to undertake regular domestic travel (if required) and undergo role related training.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
* ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
* Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
