Requirement
The Department provides policy advice, analysis, and other services to the Australian Government. Department is responsible for achieving the Government’s priorities for population health, access to pharmaceutical medical and dental services, acute care, primary health care, private health, health infrastructure regulation, safety and quality, health workforce capacity, biosecurity and emergency response, mental health, aged care and sport and recreation.
The agency is currently undertaking significant ICT-related projects across a range of areas.
The Information Technology Division (ITD) is responsible for developing and providing a wide range of services to support the business and operating environment of the department and some of its portfolio agencies. ITD's role is to provide expert, specialized and highly efficient information technology support services including maintaining and developing ICT applications and infrastructure.
There is a current requirement for several Oracle Developers. The successful candidates will be part of a small multi-disciplinary team developing software based on the Agile methodology. The Department is seeking high caliber and high performing candidates to support Corporate Systems Branch (CSB) related projects and programs.
Deliverables
The Deliverables for the Oracle Developer are as follows:
* Develop and maintain Oracle databases according to the business requirements and
* Design and implement database schemas, tables, views, indexes, triggers, procedures, functions, packages, and other database objects using Oracle SQL and PL/SQL.
* Optimise database performance, security, availability, and scalability using Oracle tools and best
* Create and execute unit test cases, debug, and troubleshoot issues, and document and maintain code quality and
* Collaborate with other developers, analysts, testers, and stakeholders throughout the software development
* Provide technical support and guidance to developers, delivery managers and Health Business Applications team as
* Investigate and resolve production system applications
* Research and evaluate new Oracle database and features and recommend solutions to improve existing systems and
* Follow change control processes to ensure all solutions are implemented
* Experience in delivering high-quality results under tight deadlines and changing
* Excellent verbal and written communication skills, with the ability to convey complex technical concepts to non- technical stakeholders.
* Develop and maintain production support

Working arrangements
The services will be performed by the Specified Personnel from the Canberra office. Minimum 2-3 full days per week in the office (or as applicable to your specific work order). Remote/flexible work arrangements can be discussed with the Specified Personnel’s manager upon commencement.

Candidate selection criteria
Essential Criteria
* Bachelor's degree in computer science, information systems, or a related field, or equivalent work
* At least 3 years of experience in Oracle development, preferably in a large-scale and complex application development environment.
* Proficient in Oracle SQL and PL/SQL, including advanced features such as analytical functions, collections, dynamic SQL, and exception handling.
* Experience in developing and deploying Oracle databases using Oracle tools and
* Experience with change management processes and
* Knowledge of Oracle database administration, backup and recovery, performance tuning, security, and data modelling
* Experience with software development methodologies, such as agile, waterfall, or scrum, and tools, such as version control, testing, debugging, and documentation.
* Ability to juggle multiple projects and prioritise tasks according to urgency and
* Strong problem-solving, analytical, and communication
Desirable Criteria:
* Certification in Oracle technologies, such as Oracle Certified Professional (OCP), Oracle Certified Master (OCM), or Oracle Certified Expert (OCE), is a plus.
