Solar Victoria operates two of the largest transformative renewable energy programs in the country for accelerating uptake of solar and electrification in Victorian homes. Our purpose is to “Empower Victorians to access clean and affordable energy” .
Solar Victoria delivers the Victorian Government’s $1.3billion Solar Homes Program, providing rebates and interest free loans for eligible households, rental properties and apartment buildings to access and install solar panels, solar batteries and hot water systems. Our aim is to deliver solar power to over 770,000 Victorian homes over 10-years and to reach one million Victorians through our suite of programs. Since launching in 2018, over 330,000 solar panel, battery and hot water systems have been installed in Victorian households, reducing the upfront cost of installing renewable and energy efficient technology, so households can cut their power bills and transition toward an electric home powered by solar.
We also deliver the Victorian Energy Upgrades (VEU) program, the state’s largest emissions reduction program, supporting Victoria to achieve its energy transition and emissions reduction goals through improved energy efficiency, demand management, and household and business electrification. This is delivered through policy development, regulatory changes, and program initiatives, and involves collaboration with other jurisdictions on national standards, research, tools, and policy. The program provides more than half a billion dollars’ worth of incentives each year – supporting Victorian households and businesses with their energy bills and creating jobs for industry.

Reporting directly to the CEO, the Director, Strategic Review – Victorian Energy Upgrades provides a unique opportunity to have an impact, working for purpose and influencing the future design and operation of Victoria’s largest emissions reduction program, including the development of legislation and regulations. You will be responsible for overseeing the Victorian Government’s strategic review into the Victoria Energy Upgrades (VEU) program. This newly created role is pivotal in ensuring the VEU Program meets its purpose and supports large-scale electrification, contributing significantly to the government's emissions and energy efficiency goals. The primary responsibility will be to conduct a comprehensive review of the VEU Program, engaging with senior stakeholders and providing evidence-based insights and recommendations for key reforms. The Director, Strategic Review - VEU will build and maintain strong relationships with senior executives within DEECA, the Essential Services Commission, and central government agencies, including the Department of Treasury and Finance, the Department of Premier and Cabinet, and the Office of the Minister for Energy and Resources and participants in the VEU program. The Director will lead a highly engaged team to undertake stakeholder consultation processes, analyse policy settings and opportunities for reform, undertake market sensitivity testing, prepare high quality reports, briefings, presentations and recommendations for internal and external senior stakeholders.
To be successful in this role, you will demonstrate proven experience and knowledge in undertaking program reviews of a strategic nature, incorporating analysis of complex, multi-faceted policy options and reforms, data and insights, and stakeholder feedback, within the context of government cabinet and legislative processes. We are looking for someone with fresh thinking and approaches who is not afraid to challenge the status quo and make the case for change. You will have proven experience in leadership, with high level influencing skills, and be known for building, leading, and cultivating a high-performing team. You will possess exceptional stakeholder engagement skills and your engaging approach will enable you to communicate clearly with impact, translating vision and strategy into actionable goals and deliverables. An understanding of energy or energy efficiency and experience in administration of ‘white certificate” or offset schemes would be highly desirable however, not essential.
