Senior BuyerJob order - J0325-0925 - Regular Full-TimeTitle: Senior BuyerCategory: Purchasing & Risk ManagementCity: Port Moody, British Columbia, CanadaJob Description: The City of Port Moody has an excellent opportunity for a regular, full-time Senior Buyer.The Senior Buyer performs complex purchasing functions including the purchase of high value, highly complex and non-standard goods and services for various City Departments while ensuring best value and compliance with Trade Agreements and City Policies. This position provides advice, guidance, advanced technical support and expertise to departmental clients on purchasing requirements and issues.The Senior Buyer prepares, reviews and analyzes detailed specifications, competitive bid documents and contracts for a wide variety of commodities and services, including large dollar, high profile and/or high-risk capital projects, ensuring competitive bidding law requirements and deadlines are met. This position is responsible for administering the procurement and tendering process and providing professional advice and strategic guidance on purchasing issues and the contracting process. The successful candidates will be organized and self-motivated with a strong ability to establish and maintain effective working relationships with staff, consultants, contractors, suppliers, legal counsel, regional purchasing professionals, and the general public.Basic Qualifications:Successful completion of a two (2) year diploma in a related field plus a recognized purchasing designation/certification such as the Supply Management Training Diploma (SMT), Supply Chain Management Professional designation (SCMP) or equivalent.Seminars in the laws of competitive bidding, contract law and contract administration.Courses or seminars in risk management considered an asset.Minimum of three (3) years procurement experience, preferably in public sector.Thorough knowledge of current purchasing and supply management principles, methods and practices including competitive bidding laws, applicable trade agreements and any associated regulations, particularly as they relate to a local or regional government.Knowledge of contract law and risk management with the ability to interpret and apply the laws of contract and competitive bidding to a variety of situations.Knowledge of developing procurement strategies and issuing competitive bid documents including Request for Standing Offers (RFSO), Request for Quotations (RFQ), Request for Proposal (RFP), Request for Information (RFI), Request for Tender (RFT) documentation.Training or experience in the use of contract documents through the Master Municipal Construction Document Association (MMCD) and the Canadian Construction Documents Committee (CCDC).Working knowledge of e-procurement including bids&tendersTM and the BC Bid process.Working knowledge of WorkSafe BC regulations and Contractor Coordination requirements.Ability to identify and manage risk inherent in the goods and service acquisitions, ensuring insurance and bonding requirements are addressed.Working knowledge of project management and contract administration.Ability to facilitate interdepartmental evaluation teams through complex bid evaluations and to use a variety of evaluation methodologies.Ability to make recommendations for solutions to complex and/or specialized purchasing issues.Ability to establish and maintain effective working relationships with a variety of internal and external contacts.Ability to participate as an engaged member of a team and to work independently.Demonstrated ability to be proactive, adaptable to changing needs and a strategic thinker.Excellent analytical, problem solving and decision-making skills.Strong planning and organizational skills.
