This role ensures the franchisee meets all obligations, providing expert advice and support on contract matters and drives full-value delivery of MR5 reform areas, including Franchise Module Deliverables and Passenger Experience Standards. The Manager will prepare contractual and commercial correspondence, conduct performance reporting, track contract deliverables and other contractual commitments, trend analysis on passenger experience regime-related metrics, and may support funding bids for the Victorian State Budget. Project Management - Manage and oversee contract assurance, performance and reporting obligations for passenger experience, ensuring appropriate work processes and procedures are followed to effectively manage the franchise and operator contracts. Strategy - Lead the contract and commercial functions of the Franchise Module and Passenger Experience Module of the tram MR5 contract and develop. Operator Compliance – Manage assurance and performance obligations for the Franchise Module and Passenger Experience Module of the MR5 contract and develop performance data and metrics to provide regular detailed performance reporting. Financial Assurance - Oversee financial assurance of franchise agreement programs and payments associated with the Franchise Module Passenger Module of the MR5 contract, as well as relevant budget and escrow management. Contractual Correspondence and Briefings – Manage contractual correspondence and lead the preparation of briefings and other memoranda including Possible Parliamentary Questions (PPQs) Public Accounts and Estimates Committee (PAEC)'s, Ministerial Correspondences. Continuous Improvement – Contribute to continuous improvement, ensuring that appropriate governance, justification, documentation and record keeping are in line with the requirements of the operator agreements and other related documents. Key Selection Criteria This role is essential in leading the contract and commercial management for the Franchise Module and Passenger Experience Module of the MR5 tram contract, as well as ensuring the franchisee's compliance with contract obligations and achieving full-value delivery of MR5 reform areas. As Manager, you'll bring a focus on continuous improvement, using insights to enhance operational effectiveness while fostering a culture that rewards innovation. Your critical thinking skills will be key in analysing recurring issues, implementing solutions, and delivering concrete business results. You'll lead project delivery efforts, applying governance practices to support successful outcomes and manage risks effectively. This role requires strong stakeholder management and influence, balancing competing needs and building consensus to meet objectives. A high level of commercial nous is required, including government contract and transaction processes and methodologies. Strong written and oral communication skills are required. Qualifications and Experience Mandatory Experience in the oversight and management of complex commercial contracts, including management of contract deliverables and customer service delivery and performance management in a live operating environment. A strong understanding of the principles of contract and commercial management and assurance. Experience in working with senior leaders internally and externally. Tertiary qualification in law, contract management, accounting or a related discipline. An understanding of the public transport environment would be highly advantageous.
