Job DescriptionResponsible for leading and directing estimating resources and proposing costing strategies through the review and analysis of completed projects as well as global and regional cost data to affect such strategies towards the realization of Dyna-Mac's business objectivesResponsible for ensuring that the Estimation & Analysis (E&A) Team personnel are in possession of correct skills, are given appropriate training, are up to date on the latest methods, procedures and requirements, and are sufficiently resourced to accomplish their tasks effectivelyResponsible for the effective review of tender specifications by E&A team and to ensure full understanding of project preambles and methods of measurement for purpose of generating accurate costing for tenders in line with project requirementsResponsible for leading the post-mortem analysis of costs based on data collected from completed projects and to conduct lessons learned on tenders which were not successfulLead E&A team in vendor and customer techno-commercial clarifications and negotiations together with Procurement/Subcontracting teams and Marketing team, respectivelyDevelop, establish and implement effective business processes within the E&A team to ensure an acceptable degree of accuracy and credibility in the estimation of costs, for the company to remain competitive in pricing decisions by senior managementRefine and reconfigure estimating and analysis business processes that will ensure applicability at the project levelEnsure the setting up of a robust bid analysis system to evaluate cost estimates metrics by trades, categories, cost codes etcResponsible for leading the implementation of cost estimating strategies for projects, including direct labour, materials, permanent equipment, construction equipment, project conceptual layout, outsourcing, etcResponsible for ensuring the preparation and submission of accurate cost estimations, cost summaries and bid analysis by E&A team, and concise presentation in a timely fashion for submission to senior managementResponsible for the triangulation of cost estimates, actual past project costs, and proposed basis for costing strategy, for discussion and review with senior managementResponsible for the setup and preservation of database system for project cost estimates versus actual project costs by working with Marketing, Project Management, Production, Procurement, Sub-Contracting, Quantity Surveying, and Finance functions within the CompanyResponsible for the review of project plans and specifications and ensure effective coordination between the E&A team and other departments to confirm complete scope.Responsible for identifying and evaluating all cost-related technical issues in projectsResponsible for ensuring the comprehensive review and completion of the bid forms and to ensure that they are within the given specificationsResponsible for ensuring the close monitoring of tender results and to ensure proper updating in the tender registerResponsible for conducting tender costing review with senior management and tender committee for approvalResponsible for the preparation and issuance of project budget for commercial handover to Project Managers and Production upon project awardJob RequirementsDegree/Diploma in any Technical DisciplineMinimum 10 years of commercial experience with roles in cost estimation and/or quantity surveying, preferably in the Singapore marine and offshore industryExperience in the fabrication of Oil & Gas process modules, structures and skids preferredStrong analytical and problem-solving skillsGood written and verbal communication skills#J-18808-Ljbffr
