Job Summary
:
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
Major Responsibilities:
Subcontract Management
1. Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
2. Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
3. Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
4. Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement
Subcontract Formation
5. Conforms and ensures subcontract execution
6. Directs negotiation in the commitment of subcontracts
7. Develops and issues subcontracts and services agreements as assigned
8. Prepares bidders’ lists and pre-qualifies bidders
9. Forms bid request packages and issues bid request packages to approved bidders
10. Coordinates bidders’ questions and answers to those questions
11. Receives bids and evaluates bids commercially
12. Prepares Commercial Bid Summary and recommendations
13. Recommends and secures approvals in accordance with established procedures
14. Prepares subcontract documents for execution
15. Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
16. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
17. Proficiency in all phases of the formation and award of large, moderately complex construction contracts and services contracts.
18. Broad experience in contracts administration.
19. Developing various contract types and associated pricing arrangements.
20. Experience in negotiating legal terms and conditions,
21. Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
22. Skilled in working and communicating effectively with all levels of project functional groups.
23. Demonstrated skills in working and communicating effectively with all levels of project functional groups.
