For more information on Special Measures plans, go to the OCPE website.Primary objective: Lead a team and provide leadership and high-level advice on strategic workforce planning, development, and reform initiatives to shape and appropriately equip the Northern Territory Public Sector workforce.Context statement: SWPD's role and function is to set direction about and build workforce capability and capacity within the Northern Territory Public Sector through development and implementation of workforce planning and development policies, strategies and initiatives, including capability development, talent management, workforce retention, workforce policy and promotion of equity and diversity throughout the NTPS.Key duties and responsibilities:Lead and manage the development, coordination and evaluation of sector-wide strategic workforce planning, development and reform programs, policy, and initiatives.Provide strategic policy advice and recommendations on complex sector-wide workforce planning and development initiatives to the Director, Commissioner for Public Employment, Chief Executive Officers of NTPS agencies and relevant committees.Drive policy initiatives into practical applications.Develop and maintain senior level strategic alliances and collaborative partnerships with stakeholders at local and national levels.Assist in the management of the Division's corporate responsibilities, manage a team and develop a culture of continuous improvement to ensure high quality outputs and outcomes.Selection criteria:Essential: Substantial knowledge, skills and experience in strategic workforce planning and development in a complex, multi-stakeholder environment.Successful experience leading and managing teams to achieve strategic outcomes.High level skills in research and analytical and conceptual thinking, together with substantial project management experience.Highly developed and sophisticated interpersonal, negotiation and networking skills.Excellent written and verbal communication skills, including highly developed facilitation and presentation skills and expertise in the preparation of reports and briefings of a substantial and complex nature.Highly developed intercultural knowledge, skills and experience.Desirable: Whole-of-government policy development experience.Well-developed knowledge of contemporary issues impacting on the NT Public Sector workforce.Qualifications in human resource, public sector management or a related field. #J-18808-Ljbffr
