The Parliamentary Business Resources (PBR) Framework Branch within MaPS is responsible for policy development and advice in relation to parliamentarians' work expenses and the delivery of services, including administration of office expenses, office accommodation, and support.
The PBR Framework Branch has a presence in the Commonwealth Parliament Offices (CPO) in each state and territory and manages the provision of services at these facilities.
The Branch has two Executive Level 2 positions to fill.
ABOUT THE OPPORTUNITY Capital Works and Security (requires NV2 security clearance)
The key responsibilities of this role include, but are not limited to:
Lead and manage the delivery of capital works and security projects, ensuring that all procurement processes, contract management, and associated project administration are conducted in accordance with the Commonwealth Procurement Rules (CPRs), legislative frameworks, and departmental policies.Oversee and manage complex procurement processes, ensuring compliance with relevant financial delegations and standards, while delivering value for money and effective risk management.Ensure efficient contract management, including contract variations, extensions, invoice payment and reconciliation, and budget management. Provide high-level reporting on project deliverables and financial tracking to senior leadership.Draft high-quality documentation, including internal minutes, reports, ministerial briefs, and correspondence, to support decision-making and secure project approvals.Engage and collaborate with internal and external stakeholders, ensuring project objectives are clearly communicated and met. This includes negotiating complex issues with consultants, suppliers, and key government entities, and managing relationships with influence.Provide project oversight, ensuring that deliverables are tracked, risks are mitigated, and outcomes are reported accurately. Support strategic decision-making by preparing detailed reports, briefs, and updates for senior executives.Lead and mentor a small team, guiding staff on best practices in procurement, contract management, and project administration while fostering a culture of excellence, collaboration, and continuous improvement.Ensure compliance with relevant policy and legislation, including the Parliamentary Business Resources (PBR) Act, Public Governance, Performance and Accountability (PGPA) Act, and the Protective Security Policy Framework (PSPF), as well as security processes related to capital works.Support operational requirements by coordinating routine administrative tasks, including records management, minute-taking, and meeting coordination, ensuring that all processes are efficient and comply with departmental standards.Requires an NV2 level Security Clearance.State Office and Property Support Lead and manage the delivery of high-quality office accommodation, property services, equipment, and vehicles for parliamentarians, ensuring compliance with the Parliamentary Business Resources Framework.Provide expertise in procurement and contract management, leveraging a deep understanding of the Commonwealth Procurement Rules (CPRs) to ensure vendor management, contract negotiation, and service delivery are aligned with legislative requirements.Deliver strategic, high-quality advice to Ministers' offices and senior executives, including drafting comprehensive briefs and correspondence to ensure clear and timely communication.Champion a collaborative approach to service delivery, driving business optimisation and continuous improvement while implementing innovative solutions to complex challenges.Lead and mentor State Managers, fostering an inclusive, high-performance culture focused on accountability, development, and teamwork.Contribute to department-wide reforms and initiatives, including Machinery of Government (MoG) changes, providing strategic input to enhance operational efficiency and policy outcomes.Requires an NV1 level Security Clearance.CONTACT INFORMATION For questions relating to the online lodgement of your application, please email the Recruitment team via ****** or call (02) 6215 1717 between 8:30am - 5:00pm AEDT Monday to Friday.For specific questions relating to this job vacancy, please refer to the details on the contact officer located in the downloadable job pack. #J-18808-Ljbffr
