The Legal Research Officer undertakes research and drafts practical and technically sound recommendations in relation to various employment and privacy law matters. Drafting includes high quality documents such as briefs, instruments, agreements, delegations, policies, and correspondence.
The Legal Research Officer may provide administrative support to code of conduct investigations, review of actions and the management of underperformance matters. Additionally, they may provide assistance with investigation, statutory compliance and communication with employees regarding privacy matters, public interest disclosures, freedom of information requests, and anti-corruption obligations. They also liaise with external specialists in relation to more technical matters.
A secondary function of the Legal Research Officer is to research, develop and possibly implement workforce plan initiatives suited to an agency with a culturally diverse workforce. This includes researching initiatives; procuring agreed services; drafting and managing contracts; and assessing and reporting on initiatives’ effectiveness.
The Legal Research Officer works closely with the Director of Human Resources and others within the Human Resources Branch as necessary.
The successful applicant is required work on-site.
This vacancy best suits a person completing a law degree (3rd, 4th or 5th year).
It requires approximately 20 hours of onsite work during semester with paid study assistance including time off during peak study periods. This vacancy also requires the person to do additional hours during semester breaks.
A commitment of at least a year of service is ideal.
The duties of this position include:
1. Undertaking research relating to a wide range of matters including employment, privacy and information law. Providing accurate, well-written and timely information and recommendations on the basis of this research.
2. Regularly carrying out statutory interpretation and providing justified recommendations to the Director of Human Resources based upon this interpretation. Occasionally investigating case law to supplement this interpretation and recommendations.
3. Liaising with external agencies and stakeholders, including the Australian Public Service Commission, the Australian Taxation Office, the Commonwealth Superannuation Corporation, the Commonwealth Ombudsman and Comcare.
4. Collaborating with external legal counsel to resolve complex matters.
5. Negotiating with external legal and commercial parties about contracts, employee termination, and other matters as necessary.
6. Preparing industrial instruments and their associated documents in line with relevant law and the Australian Government’s workplace relation policy.
7. Drafting papers, reports and documents on your activities and those of the Human Resources Branch for the Board, executive and external parties. Critically evaluating data and ensuring that recommendations are supported by evidence.
8. Researching, developing and possibly implementing workforce initiatives.
9. Editing and formatting documents in line with the Australian Government style guide.
10. Carrying out administrative tasks and supporting the Director, Human Resources.
Security clearance
This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.
