A little bit about us
The Data, Research, Strategy and Net Zero Division provides products and services to support the organisation to deliver policy, programs, services and regulation for infrastructure, transport, communications, the arts, our regions, our cities and our territories.
The Strategy, Economic Policy and Evaluation Branch provides strategic and economic policy advice on the department’s priority policy issues. We are the department’s in-house consultants who work with divisions across the full breadth of portfolio responsibilities. We undertake first principles policy development, applying a range of analytic and economic frameworks, to deliver practical policy advice. Our work is dynamic and varied.
Our work is sponsored by the department’s Executive Leadership Team. The Branch is also responsible for the implementation of the department’s Evaluation Strategy, and supports areas of the department to conduct best practice evaluations of policies and programs.
The opportunity we have available
We have two exciting opportunities that would suit applicants with strong leadership, project management, problem solving and collaboration skills, and experience in public policy development.
The Economic Policy Unit uses economic frameworks and data analysis to help policy owners understand the costs, benefits and trade-offs involved with different policy options. We produce high-quality analytical and research pieces, focused on current and future policy issues and potential options for government, aimed at informing and influencing portfolio ministers and the department’s senior executive.
The Strategic Policy Unit provides evidence-based advice to ministers and senior executives in high priority and/or complex areas across the department’s responsibilities. We are a multi-disciplinary team that takes a structured and collaborative approach to solving complex problems. The team also has a central role in building the strategic capability of the department.
What will you do?
You will lead the development of policy advice for the Executive and the government. You will lead a team to develop tools and guidance to strengthen policy capability across the Department, including by supporting a deeper understanding of broader strategic and economic contexts, as well as by helping your own teams and other line areas to develop relevant skills for policy analysis. Your teams will:
* Conduct research and analysis on priority policy problems across the portfolio
* Provide formal advice to government or the Executive on potential policy directions, including through developing Cabinet submissions and proposals for new policies and programs
* Undertake effective client and stakeholder engagement across the public service
A key role for the Director, Economic Policy is communicating complex ideas to non-economists, and provide persuasive, pragmatic advice where there are difficult policy trade-offs. As the economic policy lead you will be responsible for developing high-quality advice underpinned by economic analysis and theory. You will provide thought leadership to a small team of economists and sustain the branch’s quantitative analysis capability.
The Director, Strategic Policy will have primary responsibility for developing, testing and refining policy recommendations. You will develop persuasive written products and lead a small, interdisciplinary team of analysts. You will shape and maintain the Branch’s problem-solving methodology, which can involve qualitative approaches.
Who are we looking for?
To be successful in this role, you will need to demonstrate your ability to:
* Achieve results and quality outcomes by showing initiative and leadership, working in a small team delivering multiple activities at any given time, often within tight timeframes.
* Provide specialist and/or strategic policy advice to stakeholders, the Executive and the Minister on complex matters.
* Communicate effectively both in writing and verbally to clearly deliver information in a variety of formats for a range of audiences.
* Collaborate across diverse teams, using exceptional interpersonal and engagement skills to engage with different perspectives, contributions and backgrounds from senior leaders and a wide variety of stakeholders.
* Have excellent research, analytical and problem-solving skills (including well-developed economic and data analysis capabilities for the Director of the Economic Policy Unit) and think strategically to evaluate complex information from a variety of sources. You should display good judgement in making connections and sound decisions.
* Have a growth mindset with a willingness to continue to learn and develop, as well as the ability to foster an environment for team members to do the same.
* Work with a high level of autonomy under broad direction, leading projects with a concurrent need to resolve issues and deliver quality outcomes.

Eligibility requirements
Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:
* Citizenship: candidates must be an Australian citizen at the time of submitting your application.
* Health Assessment: the preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
* Security Clearance: the successful candidate must be able to obtain and/or maintain a security clearance at baseline level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
