Your Role
Defence operates an integrated model between APS, Defence personnel and external industry. The engagement, support and partnership with industry is critical to achieving the defence mission. A reform program is underway to step change how Defence utilises its external workforce. This includes managing procurement, roles where external services are procured, and achieving maximum value from these services.
As Assistant Secretary External Workforce Reform, you will lead the team of internal consultants, bringing a mix of industry and internal capability to support internal projects. Key responsibilities include:
* Leading the External Workforce Reform Branch to reduce 'Above the Line' contractor numbers;
* Focusing the whole department on improved contractor management;
* Working across the Commonwealth and internally to deliver Whole of Government initiatives under the Strategic Commissioning Framework;
* Establishing the Australian Defence Consulting function within Defence, including frameworks and consulting services;
* Standing up the Strategic Market Management function to improve engagement with the external workforce market;
* Driving behavioural change across the organisation in its use of the external labour market;
* Leading whole of Department reporting on external workforce size and activities;
* Improving data management of contractors within Defence to inform effective reporting;
* Providing superior leadership and management of a Branch;
* Providing quality advice to senior staff and Ministers;
* Delivering required outcomes through resource management;
* Maintaining effective working relationships inside and outside the organisation.
