About the Company:
Our client manages and oversees the ownership and financing of transport infrastructure assets in NSW. Their primary role includes holding and managing the state's transport infrastructure assets which may include roads, bridges, tunnels and other transport related facilities. They operate within the framework of the NSW government's broader transport policy and infrastructure planning initiatives with a vision to make NSW a better place to live, work and play.
About the Role:
Reporting to the General Counsel, you will play a key role in the organisation providing leadership, direction and structure to the procurement function. You will be leading the strategic procurement function during each stage of procurement right through from planning, sourcing and contract management aligned to the organisation’s strategic priorities.
Key Responsibilities:
1. Undertaking market research, industry best practice, evaluating suppliers and vendors, developing contracts and conducting spend management, which entails obtaining the highest quality resources for the best value of public money.
2. Assessing and implementing procurement accreditation obligations under PNFC structure from a Whole of Government Procurement governance perspective.
3. Establishing and implementing wide procurement governance and risk management framework to monitor, manage and drive procurement performance, ensure compliance with relevant legislative and policy.
4. Establishing key performance indicators and quantitative metrics to capture, report and evaluate the benefit and performance of all major contracts especially property management service with a view on continuous improvement.
5. Developing and implementing effective policies, procedures, systems, structures and frameworks for all procurement related activities.
6. Developing organisational and functional level procurement strategy and advising key stakeholders on all associated aspects and encouraging innovative approaches and enhance value through improved procurement efficiency and outcomes.
7. Leading high-level complex negotiations with procurement partners and suppliers to maximize the organisation’s influence and to develop procurement arrangements that deliver optimal value for money outcomes.
8. Advising business leads and providing customised solutions to build procurement capability and performance across the organisation.
Skills and Experience:
9. Demonstrated experience in similar strategic procurement roles where you have successfully led and implemented organisation wide procurement initiatives.
10. Strong commercial and analytical skills to resolve complex issues, providing time efficient solutions, and developing and tracking KPI's.
11. Significant experience in influencing and negotiating with key stakeholders internally and externally for desired outcomes.
12. Skilled in developing procurement strategies with a focus on Property Procurement and day to day operations of the procurement team.
13. Experience in leading and mentoring a team.
