Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of waterspace, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating homebase for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Job description
To provide financial advice to Naval Base Commander (Devonport) and the Devonport Naval Base Board in support of the NBC Business Plan which underpins the Naval Bases Command Strategic Objectives. Responsible for the preparation, administration and sound financial management of elements of Naval Base business and budget.
To assist Deputy Financial Controller in the promotion of best practice in all areas of financial activity within the Naval Base, ensuring compliance with statutory requirements, external regulatory guidelines and Navy Command (NC) directives.
Responsible for assisting and supporting Directors and their Heads of Department (HODs) in running their business to meet their objectives and to maximise output within the available funding whilst adhering to the financial regulations and ensuring propriety and regularity.
Secondary Purpose
Deputise for DFC when required to do so.

This is the NBC Devonport Finance Development post with an aspiration to develop Consultative Committee of Accountancy Bodies (CCAB) qualified accountants.
Mandated Objective:

Financial Accounting Operations/Auditable annual accounts:
Maintain appropriate systems and processes to record and correctly account for payments, accruals and receipts for monthly input to the accounts, iaw the Financial Accounting and Reporting Manual (JSP 472), ensuring a full audit trail is maintained and in order that accounts pass audit. Support Internal Audit and National Audit Office review.
Financial Planning:
Preparation of inputs and contribute to the Annual Budget Cycle & Quarterly Review Programme Costs process (ABC/QRPC). Maintain comprehensive and reliable financial information to support planning and decision making in ABC and through Choice and Option costing. Identify and record savings measures.
In-Year Management:
Budget setting on a resource basis and regular, monthly reporting of Forecast of Outturn (FOO) for costs and income against Control Total (CT). Control expenditure within Control Total, reporting any divergence to the Deputy Financial Controller and Budget Holder. Make managers aware of their financial position by providing robust, accurate, timely and reliable financial information, seeking senior management validation. Identify and manage financial risk. Ensure appropriate cost recovery/income generation.
Support to Decision Making and Financial Assurance:
Provide comprehensive, timely and reliable financial information to assist decision making and financial assurance. Conduct financial scrutiny to all new expenditure proposals including applications via the Business Case Working Group (BCWG), Investment Appraisals, Abatement Cases and Project Evaluation techniques, ensuring requirement scrutiny has been thoroughly conducted and satisfactory audit trails are in place.
Ensuring Propriety and Regularity:
Ensure adherence to financial regulations to ensure propriety and regularity. Offer advice to all staff on financial matters and ensure they are aware of their responsibilities and advise on the required degree of knowledge and expertise for the effective discharge of their duties. Ensure appropriate financial and accounting systems and procedures are in place and are functioning properly in accordance with: Treasury-Managing Public Money (MPM), JSP 462, JSP 472, JSP 525 and any other relevant standing instruction. Carry out appropriate management checks of expenditure and provide effective systems and safeguards against fraud. Act as point of contact for issues outside of delegated powers in order to seek wider authority advice. Issue or contribute to the issue of instructions and notices, such as NBC memos.
Business Improvement:
Improve business efficiency and effectiveness by supporting business change, decision making and scrutiny as part of project teams. Actively simplify and improve (financial) systems and processes. Improve financial assurance through application of investment appraisal in support of business cases, to ensure finance is regarded as critical to the decision making process.
Business Delivery:
Maintain a sound knowledge of all NBC(D) business areas and also wider Naval Base business areas and topics in order to support decision-making. Identify and advise on NBC Outreach strategy. Act as focal point, contribute to and financially manage routine, periodic and emergent business requirements and events, providing information and interpretation, and maintain a corporate knowledge. Contribute to manpower reconciliation and ensure the Personnel Administration Repository Information System (PARIS) is verified and able to support decision making and manpower forecasting and reconciliation to MyHR. Oversight of Captain Of the Base (COB) fixed assets and to carry out annual verification check.
Consult with other Budget Holders and organisations - regarding supplies and services that are their responsibility as appropriate.
Authority
* Member of the DFC management team. The post holder is authorised to liaise and correspond directly at the appropriate level with internal and external authorities as necessary.
* Authorised to represent DFC as required in the normal course of business management.
* Authorised to carry out financial assurance of all expenditure proposals, financial statements and cost figures; to undertake financial scrutiny, ensuring requirement scrutiny has been properly done and satisfies relevant procedures, meets departmental rules and has budgetary cover within delegated powers.
* Authority to approve payment of properly certified invoices.
