Group/Division/Branch
The Infrastructure Division is relatively new having been created in November 2023 with a merger of the DTF infrastructure groups and the former Office of Projects Victoria groups. The Infrastructure Division's primary focus is providing advice on infrastructure projects throughout all phases of development and implementation.
The Infrastructure Delivery Group are whole of government procurement experts advising on major and complex infrastructure projects, including using private finance and private sector proposals, to achieve value for money for Victorians. The group ensures the optimal approach to procurement and commercial structuring is applied, identifies opportunities for Partnerships Victoria projects and undertakes project assurance. The group also drives consistency in the application of procurement policy and standard form contracts, administers the Ministerial Directions for Public Construction and implements the Market-led Proposals Guideline.
About the roles
In this role, you will take a lead role in:
* Providing procurement and contracting advice to departments and the Treasurer regarding major and complex infrastructure projects, which could include public private partnership projects and the assessment of market-led proposals.
* Developing and implementing commercial structures to support project delivery and identifying and developing opportunities to harness private financing for infrastructure projects.
* Undertaking assurance of complex and major projects and advising the Treasurer throughout the project lifecycle.
* Developing and implementing whole of government infrastructure procurement policy and standard form infrastructure contracts.
* Working collaboratively within the group, across the department and with external stakeholders to ensure the delivery of group outputs to a high standard and in a timely manner, achieving the group's strategic priorities and departmental objectives.
* Role modelling constructive leadership behaviours and supporting knowledge sharing to build capability of the group and enable a productive work environment.
About you
We are seeking applications from candidates with:
* Demonstrated experience in structuring, procuring, evaluating and implementing major and complex infrastructure projects.
* Ability to provide practical advice to government to solve problems in a sensitive, time pressured and complex environment with competing and changing priorities.
* Demonstrated ability to develop and maintain strategic relationships with multiple stakeholders.
* Excellent communication skills and an ability to present to a variety of audiences.
* Experience working collaboratively within and across teams with diverse skills and an ability to share knowledge to improve group capability.
* Demonstrated experience in the procurement and delivery of complex and major infrastructure projects. Demonstrated experience in the application of private finance and the use of complex commercial structures will be well regarded.
* Formal qualifications in the areas of Commerce, Law, Finance, and Contract Management will be well regarded.
