Project Overview: Perth Airport is a 24/7 operational airport in Western Australia, serving as the 'Western Gateway' to Australia.
The airport is undergoing a major $5 BN (AUD) redevelopment over the next 7 years which will see the consolidation of the airport terminals into "one airport", a new parallel runway, and construction of supporting airport infrastructure including associated roadworks, the airport's first hotel and two multi-storey car parks.
Working in an integrated client management team as the Capital Portfolio Partner, Bechtel will initially be responsible for 1) leading the development of the systems, tools and processes, required by the integrated client team, to successfully plan and manage the redevelopment works, and 2) developing the portfolio cost & schedule baseline.
Job Summary: Reporting to the Baseline Manager as the Lead Cost Engineer you will fill a key role interfacing with project management,?be a leader?within project controls, and be a main interface with the various groups including engineering, construction and contracts on the project supporting the development of the baseline.
While being the interface with the customers project teams and cost consultant providing expertise of the cost estimating activities for a major airport project.
You will hold main responsibility for cost analysis, coordination, consolidation and presentation while supporting and promoting improvement measures and implementation of recommendations.
Major Responsibilities: Coordinate and develop the cost baseline across the scope of work in the Capital Portfolio, with focus on mechanical and electrical disciplines.
Develop cost reports for the project Contribute to the monthly progress and cost reports including status of budgets, commitment, incurred costs, explanation of significant movements.
Perform cost data analysis, identifies problems, and makes recommendations to the Baseline Manager.
Along with the project team identifies ways to mitigate project risk.
Assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation, where required.
Interprets and executes policy, objectives, and standards applicable to cost estimating and cost analysis activities.
Performs or directs functional audits of project activities to ensure technical adequacy of project cost estimating activities as required.
Maintains liaison within global business unit to coordinate work processes, and procedures.
Education and Experience Requirements: Bachelor's degree in Engineering, Construction Management, or related field.
Minimum 12 years professional experience in project controls with emphasis on cost and project estimating.
In lieu of degree, 16 years of related work experience required.
Required Knowledge and Skills: Experience with development and construction of major civil and building projects.
Specific airport experience would be an advantage as well as experience in mechanical and electrical disciplines.
Experience in the Australian market.
Experience and demonstrated skill in directing cost analysis of civil and building projects.
Experience working within or directly supporting a client's project organization.
Skilled in providing direction, personnel administration, and training of technical and nontechnical personnel.
Skilled in oral and written communication, with demonstrated skill in presenting cost estimating information to management/clients.
Demonstrated skill in identifying, analyzing, and solving problems.
Advanced level of knowledge of engineering, procurement, contracts, construction, and commissioning and operations work processes.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
Knowledge of current industry and technical developments.
