Department of Energy and Public Works QLD – Rockhampton QLDQBuild is a commercialised business unit of the Queensland Government. It has been Queensland Government's builder for over 160 years, playing an important role in communities across the state by building and maintaining government-owned assets such as schools, social housing, police stations and correctional and health facilities.About the role You will play a pivotal role in supporting QBuild's ambition to strengthen Queensland's building and construction industry by providing exceptional administrative support. This includes sourcing and correlating data from various stakeholders, preparing and evaluating tenders, offering guidance on procurement practices, and maintaining compliance with policies. Additionally, you'll be responsible for ordering materials, liaising with suppliers, managing procurement activities, developing training programs, and overseeing procurement processes to ensure efficiency and cost-effectiveness within the region.Duties and skills involved: Sourcing and correlating a range of data from both internal and external stakeholders, comparing data to other government agencies and industry standards, and producing a range of reports to present to the Procurement Manager, branch, other stakeholders and clients.Preparing and calling of tenders for a variety of categories involving construction, maintenance, consulting and upgrade activities, including evaluation and regulatory techniques.Providing guidance and assistance to regional staff in Procurement, purchasing and associated policies.Implementing local procurement practices and processes in accordance with the Queensland Procurement Policy and contributing to reduced material and subcontractor costs.Maintaining awareness of industry procurement and estimating practices and striving to continuously improve the procurement and estimating function within the region.Liaising with suppliers and subcontractors to contribute to the development and implementation of regional Standing Offer Agreements and medium and major building contracts within regional areas.Ordering materials and processing a range of purchase orders, work orders, field release orders for goods and services required for regional delivery. Ensuring compliance with the Queensland procurement policy, delegation and other policies and legislation relating to procurement in government.Undertaking operational procurement activities including investigating problems and leading special projects as required.Developing and delivering procurement, purchasing and contract management training programs, ongoing skills frameworks, training materials and coordination of training sessions.Developing, implementing and monitoring procurement instructions, procedures, guidelines and standard forms while maintaining document control (in conjunction with Quality Assurance).Proactively managing the work performance and personal conduct of your team, while promoting values of equity, diversity, respect and inclusion.Preferred skills and experience: Someone with a knowledge of legislation and/or policies relating to procurement in the Queensland Government and the Building Construction Maintenance industry.High level of interpersonal, customer service, negotiation and conflict resolution skills, to facilitate high quality service.While not mandatory, formal procurement, purchasing and/or contract management accreditation will be well-regarded, including Queensland Purchasing, QGCPO, CIPS or similar.All applicants must be eligible to work in Australia.Interested candidates are encouraged to review the attached applicant guide and role description.
