About Us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
The Budget and Performance Reporting unit provides strategic budget and financial management accounting services to QFD. This includes the development of operating and capital budgets in collaboration with QFD business units, budget and performance reporting, analysis and forecasting services, budget maintenance, costing and investment analysis and assistance with funding submissions, as well as Treasury (budget) reporting activities including budget paper preparation.
Reporting to the Principal Finance Officer, you will be a key member of the team, contributing to the delivery of contemporary budget and financial management services to QFD. You will provide advice and support to senior executives and staff in relation to financial management issues and impacts to ensure QFD financial management obligations, strategic objectives, and legislative requirements are met. You will be required to contribute to the delivery of financial performance reporting, budget management, and forecasting for QFD business units, and support the ongoing development, review and implementation of best practice financial management policies and processes.

Responsibilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
* Provide advice to senior management and staff on financial management matters, and ensure that financial information integrity is maintained and complies with relevant legislation, standards, policies, and practices.
* Contribute to financial and business compliance, including revenue, expense, capital expenditure, taxation, and balance sheet management to meet departmental financial obligations and objectives.
* Deliver costing, pricing and financial analysis services and contribute to the preparation of annual operating and capital budgets, and forecasting of the department’s financial performance and position.
* Provide training, and guidance to assist in the maintenance of internal controls and corporate governance to enhance the efficiency and effectiveness of financial management and reporting.
* Assist with the collation of annual financial statements, asset stocktakes, account reconciliations, ledger management and provide recommendations for continuous improvement.
* Assist in the research and preparation of reports, submissions and briefings on financial management issues and impacts, including appropriate response in accordance with departmental requirements.
* Liaise and maintain effective working relationships with internal and external stakeholders to ensure the effective delivery of finance services and governance, and timely resolution of issues is achieved.
* Participate in projects to ensure outcomes are delivered within agreed timeframes and meet business and client’s needs.
