The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.Purpose of the roleResponsibilitiesQFR is responsible for ensuring the capacity of operational staff to respond in emergent situations as legislated in the Fire Services Act 1990. Which includes but is not limited to:Protect and serve the community by responding to fires and other emergencies in a professional and timely manner to minimise loss to life, property and the environment.Improve the safety and emergency preparedness of the community by contributing to fire prevention and community education activities.Mandatory RequirementsApplicants wishing to be appointed to a position at the rank of Inspector must provide evidence of or successfully completed the following:Hold a current valid Blue Card (from Blue Card Services);Manual Medium Rigid (MRV) driver’s licence as recognised by the Department of Transport and Main Roads;QFD ApplicantsHave successfully completed all the requirements for Station Officer Level 3 qualifications (or equivalent) within the Queensland Fire and Rescue and maintained the operational competencies appropriate to the rank.Currently hold the rank of Queensland Fire and Rescue Station Officer Level 3 or above.External ApplicantsExternal applicants must have professional firefighting experience, incident control expertise and fire prevention expertise and be able to demonstrate their ability to meet the requirements of the rank.Consideration of external applications will be at the discretion of the Commissioner QFD.Highly Desirable RequirementsPost graduate qualifications relevant to the role and senior officer rank, while not mandatory will be highly regarded.Your key accountabilitiesOperations ManagementRespond to large-scale urban and vegetation fires and other emergency incidents: take charge and direct operations in accordance with Command, Leadership and Management (CLM) principles and QFD legislative requirements.Undertake core member training in accordance with the Queensland Disaster Management Training Framework.Represent the QFD at multi-agency events, provide tactical and operational emergency management of the impacts on the community and have authority for the deployment of their resources at the incident.Implement strategies and tactics to enhance operational service delivery in accordance with the QFD Strategic Plan.Provide leadership and management support to all QFD staff to drive the pursuit of Workplace Health and Safety (WHS) performance excellence.Comply with responsibilities of WHS legislation and the Code of Conduct for the Queensland Public Service.An operational appointee to this position will be required to be ‘on-call’ to respond to emergency incidents.Community Safety OperationsContribute to Community Safety Operations standards and provide expert advice.Coordinate services to enhance Community Safety Operations capability through the development and implementation of community safety programs.Support regions in implementing Community Safety Operations.Professional developmentContribute to the development of training standards and business rules.Coordinate the implementation of programs to provide for workforce capability, capacity and performance.Operations Business ManagementCoordinate state, regional or command operations and ensure the effective delivery of services.Prepare correspondence, memorandums and briefings.Manage communication within the workplace and liaison between other QFD regions and units.CapabilitiesRoleTo determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles:Leadership Competency Stream – Program LeaderVisionLeads strategicallyStimulates ideas and innovationLeads change in complex environmentsResultsDevelops and mobilises talentInspires othersAccountabilityFosters healthy and inclusive workplacesPursues continuous growthWant more information?Please contact QFR Talent Acquisition on phone 07 3635 1930 or email Talent.Acquisition@qfes.qld.gov.au.How To ApplyPlease refer to the Operational Officer (Statewide) Application Guide for information on how to apply for this role.
