Group
The Financial Assets and Liabilities Group (FAL) provides advice and reports on the State's financial assets and liabilities and associated financial risks and workplace safety related matters. This includes the management of the corporate treasury function for the general government sector and oversight of the governance and management of the State's investments, debt and funding program, unfunded superannuation and insurance claims liabilities and the State's public financial corporations (PFCs) that manage these financial assets and liabilities. The group also coordinates the financial and budget reporting for the State's PFC sector, unfunded superannuation liability and the general government debt portfolio.
The FAL Group Is Made Up Of Three Teams

2. Financial Policy
3. Workplace Safety Reform
About The Role
This position is located within the Balance Sheet Management team whose responsibilities are focused on managing the funding of the State Budget and the associated interest rate risk, liquidity management and banking arrangements. This is a 12 months fixed term opportunity.
Key Accountabilities
* Provide management oversight of the Central Banking System (CBS) and to ensure that the cash forecasting and liquidity management task is managed in line with the approved policy and strategy.
* Provide management reporting and oversight of the ‘One Account' (Public and CBS Accounts) in line with approved policy and guidelines.
* Liaise with Treasury Corporation of Victoria (TCV) to maintain the operational efficiency of the CBS and the funding requirements of the Budget Sector Debt Portfolio (BSDP).
About You
We are seeking applications from candidates with demonstrable experience in:
* Knowledge of treasury accounting, operations and risk management principles.
* Experience in Excel-based analysis and reporting on complex financial exposures for debt or asset portfolios.
* Understanding of the budget processes and experience in accessing financial accounting systems and other related data bases used across the Victorian public sector or in large private sector financial organisations.
* Demonstrated ability to prepare high quality written and verbal advice to executive management and ministers.
Experience And Qualifications
* Experience in a corporate treasury or similar organisation in managing large cashflows and liquidity portfolios including cash flow forecasting.
* Direct experience in developing complex financial models for the purposes of analysing financial risk in large and complex organisations.
* Tertiary qualifications in Finance, Commerce, Accounting, or a related field.
