The Role
The Minor Vessel Systems Program Office (MVSPO) provides through life asset stewardship and seaworthiness for Navy Minor Vessels and Army Amphibious capabilities. Asset management includes the management of export-controlled goods, technology and services; and a requirement to keep up to date with the latest changes to relevant Defence Export Control legislation and regulations.
As the APS 6 Export Control Officer, you will be responsible for:
* Management and coordination of International Export Controls and Foreign Release of Information framework
* Management of technical data, intellectual property and export controlled information
* Advice to stakeholders on legislation and International Export Control policies to ensure compliance.
* Maintain required administration tools to support the decisions and operational requirements of MVSPO export control and Foreign release of information activities
* Providing Commercial support and advice on MVSPO contracts and agreements to ensure compliance and maintain operational effectiveness.
The successful candidate will be required to undertake work on and be provided with technical information pertaining to Defence articles of United States of America (US) origin. In accordance with the US International Traffic in Arms Regulations (ITAR), any applicant who holds, or has previously held, citizenship or permanent residency of a country other than Australia will be required to declare and indicate the country or countries of citizenship or permanent residency. Restrictions on access to Defence articles and associated technical data subject to the ITAR by dual national employees may apply.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
The Minor Vessel Systems Program Office (MVSPO) operates within the Naval Shipbuilding and Sustainment Group (NSSG). As part of NSSG, MVSPO is evolving into the Maritime Sustainment Model (MSM) being progressed under Plan Galileo.
The MSM will be a national integrated approach to ensure the significantly larger and more complex fleet that results from Continuous Naval Shipbuilding can be effectively sustained. MVSPO is an integrated team of Australian Public Servants, Military and Contractor personnel, operating from offices in Henderson (WA), Darwin (NT) and Cairns (QLD).
Our Ideal Candidate
The successful candidate will demonstrate:
* An ability to interpret and provide advice on legislation, policy and procedures relating to the contract management function.
* An understanding of International Export Controls and/or Foreign Release of Information frameworks would be an advantage.
* Excellent organisational and time management skills with attention to detail to meet deadlines.
* Strong written and verbal communication skills, including the ability to influence and negotiate with stakeholders to meet desired outcomes.
* Demonstrated ability to learn and develop the required knowledge and experience to perform in the role.
