Oversee Health Share Victoria (HSV) outsourced procurement activities to ensure minimising risk and meeting Peter Mac’s business objectives. Annual review of spend data to identify savings and efficiency improvements. Create the annual procurement activity plan. Advise of any identified risks and recommended mitigation activities. Attend internal and external meetings as directed.Procurement & tendering activities undertaken by Peter Mac: Coordinate all tenders as per the procurement activity plan, including the development of: Release of tenders, Evaluation processes, Negotiations, Implementation and contract management plans. Ensure competition is open, fair and transparent. Manage probity requirements. Ensure tender and contract documentation is appropriately managed, stored and retained. Update and maintain the annual procurement plan including upcoming tenders, contracts and contract renewals. Report on procurement activities undertaken and savings achieved. Drive continuous improvement in tendering, contract management and procurement processes, systems and reporting.Procurement & Tendering activities undertaken by HSV: Tendering is managed as per the agreed procurement plan and priority listing. Monitor contract compliance and KPI’s. Reporting on savings and performance. (Savings & Cost Avoidance Register).Complies with Procurement Policy and Procedures: Oversee compliance to Procurement policies, procedures, relevant legislative and HSV requirements and templates. Ensures compliance with all government legislation and directives.Staff support relating to Procurement & Contract Management Activities: Provide support and advice to Peter Mac staff involved with procurement, tendering and contract management activities to comply with policies and procedures. Assist Peter Mac staff with long term procurement planning and risk management. Drive a culture of probity and integrity to ensure compliance with all procurement requirements, best practice, policies and procedures. Support staff in their development and provide staff training on procurement, tendering and contract management policies, procedures and guidelines.Stakeholder relationships: Regular meetings with divisions in relation to the upcoming procurement activities and understanding their requirements and budgeting parameters. Include Supplier Performance Management to manage the performance of key suppliers including appropriate performance reviews and management of Key Performance Indicators (KPI’s) in RFT & Contract documents.
