The Derbarl Yerrigan Health Service (DYHS) was established in 1974 and is the largest Aboriginal community-controlled health service provider in Western Australia, providing care to over 20,000 Aboriginal patients across four clinics in East Perth, Mirrabooka, Maddington and Midland. Our staff enable the delivery of culturally responsive primary health services, focusing on prevention, early intervention, comprehensive care and care coordination including chronic disease management.
Key Responsibilities:
The Medical Director is to service as a member of the Derbarl executive, report to the CEO and execute the strategic plan of the Derbarl community. The Medical Director’s major accountabilities are carried out in collaboration with those under their direct supervision.
Managing a team:
* Provide staff management to the General Practitioners including but not limited to training needs, performance management, performance appraisals and clinical supervision.
* Identify staff skills and allocate positions and workloads appropriately within the clinical services team such that the resources of the organisation are maximised.
* Identify workforce needs of the clinical services team and develop and implement objectives set for the improvement of workforce capacity.
* Ensure that the professional development needs of staff of the clinical services team are met and are consistent with organisational policy.
* Manage the performance of external medical contractors and ensure service delivery is aligned with identified contractual outcomes outlined within the relevant SLAs or MoUs.
Collaborate effectively with other teams of the service:
* Work closely with other managers including the CEO on the coordination of service delivery and clinical needs in order to optimise service delivery and outcomes.
* Identify current and future clinical needs of the organization and provide advice to the CEO and Board of Directors on the same.
Provide clinical care:
* Provide an excellent standard of clinical services based on evidence-based best practice standards, education and health promotion to clients during consultations.
* Provide clients with a high level of care appropriate to their needs and that includes health screening and early detection activities such as well-person checks, care planning, mental health screening, referral for screening activities, health promotion and opportunistic activities such as education and advice on quit smoking and healthy lifestyle activities.
* Ensure all clinical services are correctly claimed under the Medicare system and that Medicare targets are met.
* Ensure that all care and follow-up care is documented in a timely manner, consistent with organisation policies and such that a current history and patient summary can be quickly accessed at any time.
Clinical governance and leadership:
* Mentor other medical staff and provide support to GPs in their role.
* In collaboration with the management team, develop a strategy for improved client services that includes: client flow, referral and follow-up services; strategies for health promotion, early detection and preventative activities as relevant to the client population; monitoring and evaluation of Health outcomes and identification of opportunities for quality improvement. Review, develop and implement clinical governance processes that facilitate the coordination of client-focused care.
* Undertake and oversee regular risk management processes as they relate to clinical governance and compliance.
* Provide appropriate medico-legal advice and reports as and when required.
* Promote the effective use of health assessments and checks, case management plans, GP management plans, mental health and chronic disease management plans.
* Provide leadership within the organisation on the development, review and amendment of policies and procedures relevant to client care and clinical practice.
* Identify risks and collaborate with other managers on risk management strategies in clinical care.
* Identify barriers that may prevent the delivery of best practice standards in care and collaborate with managers and staff in developing strategies to overcome barriers, such as skills shortage, infrastructure and resource needs, training and educational needs and other workforce needs. Regularly visit all DYHS sites to ensure the provision of client care is consistently aligned with best practice standards and DYHS strategic objectives.
Infection control:
* Ensure that the NHMRC Guidelines on Infection Control in Healthcare are implemented and that organisational policies reflect current practice at all times.
* Ensure compliance with infection control policies and procedures.
* Provide formal and opportunistic education to all staff on the principles, policies and procedures of infection control.
* Ensure the clinical team provides an appropriate balance between Medicare Benefits Scheme claiming and quality client-focused care.
* Understand the importance of effective and efficient Medicare billing in the context of a not-for-profit primary health care facility and develop appropriate mechanisms for providing support to staff to optimise Medicare billing.
* In collaboration with the CEO develop performance indicators for ensuring that services provided are properly billed to Medicare.
* Monitor Medicare billing and where appropriate, manage GP performance in respect to Medicare billing.
Documentation and reporting:
* Understand the key performance indicators of DHYSAC contracts and take a leadership role in ensuring that effective mechanisms are in place to ensure accurate data collection for reporting purposes.
* Collaborate effectively with the Practice Managers on reporting requirements and do all things necessary to facilitate the on-time delivery of complete reports.
* Ensure that all documentation is consistent with best practice standards for documentation in health care.
* Provide quality, timely and purposeful clinical data to the CEO and Board for review, and for effective use in strategic and operational decision making and reporting.
* Regularly review the clinical performance of the organisation including against KPI's, clinical and client feedback.
* Ensure that all Medicare documentation is complete and submitted appropriately and assist staff with the same.
Professional responsibilities:
* Provide leadership within the clinical team on quality improvement activities and opportunities as they relate to clinical care and client management.
* Provide leadership within the multidisciplinary team, taking account of the varying skills, educational levels and contributions of different team members.
* Maintain all relevant criteria for the purpose of professional registration and certification as a General Practitioner.
* Participate in and contribute to the fulfilment of operational needs of the organisation as they arise.
* Participate in research activities within the services as required.
* Demonstrate an understanding of and compliance with all DYHS policies and procedures.
* Participate in all quality improvement activities and risk management in all aspects of services as required.
Other responsibilities:
* Act with discretion and maintain confidentiality concerning all Derbarl matters, correspondence and communication.
* Actively respond to new clinical emergencies that arise in the community and proactively develop and implement clinical strategies to enhance the organization’s ability to support the community.
* Promote a positive safety culture within your area by demonstrating a positive commitment to Occupational Health and Safety.
* Ensure proper procedures are in place for the appropriate referral of clients to other health services internal and external.
* Ensure all standards are maintained for the purpose of RACGP Accreditation and take responsibility for coordinating RACGP Accreditation processes in collaboration with the clinical staff.
ESSENTIAL REQUIREMENTS FOR THIS ROLE:
* At least 5 years' experience as a Medical Director/Advisor/Senior Medical Officer.
* Vocational Registration or Fellowship of the Royal Australian College of General Practitioners or Australian College of Rural and Remote Medicine.
* Strong knowledge and understanding of healthcare trends for Aboriginal and Torres Strait Islander peoples, including the impact of social, economic and health barriers.
* Experience in management in a multidisciplinary team environment, overseeing program and project implementation.
* Experience in the application of employment relations legislation and policies including (but not limited to) Equal Employment Opportunity legislation.
* Experience in assessing the skill base of staff and ensuring that skills match positions in a multidisciplinary team environment.
* Experience in strategic planning and management and reporting against key deliverables.
* Motivation to provide service excellence.
* Ability to negotiate complex social and health issues with clients.
* Ability to problem solve effectively on a day-to-day basis and in a crisis situation.
* Ability to prioritise workload and demonstrated organisational skills.
* Demonstrated ability to provide quality leadership and support within a multidisciplinary primary healthcare team, inclusive of clinical supervision.
* Demonstrated knowledge of chronic disease, mental health and GP management care plans.
* Highest standard of interpersonal and communication skills with a strong team orientation and client focus.
* Demonstrated collaborative, collegiate, open style of management.
* Demonstrated ability to implement strategies to improve client service delivery.
* The ability to maintain strict confidentiality both internally and externally.
* A commitment to ongoing participation in education, professional development, evidence-based research and quality assurance.
DESIRABLE:
* A person of Aboriginal and/or Torres Strait Islander descent.
* Experience working in an Aboriginal Community Controlled Health Service.
Other Pre-requisites:
* Provision of the minimum identity proofing requirements.
* Satisfactory National Police Clearance.
* Successful Pre-Employment Health Assessment.
* Evidence of a current C or C-A Class driver’s licence or other specialised licence class.
