About our team National Operations | Maritime Border Command & OSB | Marine Deployments & Support | Marine Deployments & Support About the Australian Border Force The Australian Border Force (ABF) is an operationally independent body within the Home Affairs Portfolio. The ABF operates in a rapidly evolving international environment. The ABF must perform to the highest standards, as expected by the Australian community, whilst remaining agile and able to anticipate and respond to emerging threats. The ABF must be able to capitalise on opportunities to partner with other domestic and international border, customs, immigration, intelligence and law enforcement agencies. To deliver the ABF's mission in the face of advancing technology and new threats, it is not enough for the ABF to be reactive; in order to succeed, the ABF must be professional, disciplined and collaborative. Branch Overview Marine Deployments and Support Branch (MDSB) deploys sea-going marine Border Force Officers to Australian Border Force Cutters (ABFC) and Australian Defence Vessel (ADV) Ocean Protector where they undertake a range of border enforcement activities throughout the Australian Exclusive Economic Zone (EEZ). This includes offshore maritime patrols and response, surveillance and deterrence activities that support civil maritime security operations and respond to identified Maritime Security Threats (MSTs) including: Illegal Maritime Arrivals (IMAs) Maritime Terrorism Piracy, Robbery and Violence at Sea Prohibited Imports and Exports Exploitation of Natural Resources Illegal activity in Protected Areas Marine Pollution Compromise to Bio-security. ABFC crew perform varied duties, which include boarding operations, bridge and engine room watch keeping, deck and engine room tasks and maintenance, meal preparation and vessel cleaning tasks. Officers maintain a capability to allow for re deployment within the fleet or general duties within ABF. Position Summary Chief Engineer (CENG) Thaiyak and Bay Class The CENG is deployed aboard ABFC Thaiyak and Bay Class Vessel and is a key member of the ship's company. The CENG oversees the Marine Engineering Department on the vessel and is responsible for the operation and maintenance of all the vessel's fitted plant and equipment. In an emergency, the CENG will assume control of the ship's damage control organisation to co-ordinate the whole ship response. The CENG works closely with the Commanding Officer (CO) and will ensure the availability of the vessel's mission critical systems and capabilities. Deputy Engineer (DENG) Cape Class The Deputy Engineer (DENG) deployed aboard ABFC, undertake marine engineering activities under limited supervision in accordance with operational command principles and relative to their level of Australian Maritime Safety Authority (AMSA) Certification and risk delegation assigned by their issued ABF Technical Authority (TA). The DENG undertake Marine Engineering tasks in order to assist the CENG. The DENG will be expected to make engineering decisions within the bounds of their delegated ABF TA and may assume responsibility for the safe and efficient operation of the vessel's machinery if authorised to do so or in the unexpected absence or incapacitation of senior engineering officers. The programme of the Branch is high profile, with added sensitivity due to the armed nature of the workforce, demanding a high level of training and qualifications as well as liaison with other agencies and ABF Commands. The work you will undertake entails spending substantial time away from home for extended periods usually up to 22 days (Bay Class) and 28 days (Thaiyak and Cape Class) on a Fly In Fly Out roster. A tactical extension may increase deployment days. The CENG Thaiyak/Bay and DENG Cape Class must also manage and be responsive to a range of requirements, including: Be able to perform duties in the maritime environment including lengthy deployments on unstable platforms in uncertain and variable weather and sea conditions Compatible with sharing facilities, when living within the close constraints of a vessel for an extended period of time Be able to deploy for at least 22 days (Bay Class) and 28 days (Thaiyak and Cape), an extension may increase deployment days, restricting a return to port or home. Demonstrate flexibility and initiative in response to allocated work, including assisting in the completion of work outside of assigned responsibilities. Deployment to vessels reflects the operational priorities of the ABF and rostering as determined by the relevant policies and procedures. Officers are expected to be flexible and agile in responding to rostering and deployment by the ABF. Depending on operational requirements and the circumstances of candidates, the Marine Unit permits domiciling in Brisbane, Sydney, Canberra, Melbourne, Adelaide, Perth and Darwin. Specific Duties and Responsibilities CENG Thaiyak and Bay Class Be responsible for and take the lead in all engineering and technical matters on-board the vessel including issues pertaining to hull, propulsion, electrical generation & distribution, hotel systems, mission systems and all fitted electronic sensors & equipment Manage the correct, safe and efficient operation & maintenance of the vessel's machinery & systems Supervise the DENG and any other Engineering Department personnel embarked in the ABFC Manage the performance, career training and professional development of Engineering Department personnel Manage and conduct all on board maintenance activities and ensure all subsequent logistics & technical administrations is completed Manage the ship's Computerised Maintenance Management System (CMMS). The CMMS is utilised for scheduling and recording the conduct of planned & corrective maintenance Manage the conduct of routine daily operations and maintenance activities on all shipboard machinery & systems Manage the preparations for and oversee the conduct of non-routine maintenance or major repairs by contracted personnel on board the vessel Act as the ABF (Owner's) representative during the vessel's annual Depot Level Maintenance (DLM) activity Oversee the management of the vessel's technical administration Manage the embarkation, integrity, usage, transfer and discharge of all fluids (fuel, bulk lubricants, potable water, sludge, waste oil and grey & black water) Instruct other crew members as to the correct safe operation and maintenance of the ship's machinery, fluid transfer systems & electrical/electronic equipment Apply relevant legislation, policy and guidelines to the creation and maintenance of relevant records for the purpose of certification for survey Provide advice to the CO on measures to prevent pollution at sea and operate the ship's systems safely, within design parameters and in accordance with statutory obligations to achieve the same Actively participate in Marine Operational Compliance (MOC) assessments undertaken by MOC officers and where directed, implement recommendations in a timely manner to remedy identified deficiencies Contribute to the management of vessel operations and safe navigation in heavy sea states Contribute to ship husbandry and defect rectification Contribute as required, to the overall operational and domestic crew functions on-board the vessel Complete tasks assigned within the specified time frames Build and maintain productive professional working relationships with clients, colleagues and other stakeholders. DENG Cape Class Conduct and oversee planned maintenance on board in accordance with the schedule outlined in the CMMS Utilise and maintain CMMS to ensure accurate scheduling and recording planned and corrective maintenance Monitor the CMMS's effectiveness for the vessel and if necessary, propose amendments for its use Participate in the preparation of CAPability DEFect (CAPDEF) restoration risk assessments regarding engineering machinery systems and help to assess a defect's impact on mission capability Assist with pre-departure and arrival checks to ensure the vessel is both sea-worthy and mission capable Comply with assist in the fulfilment of all mandatory statutory requirements, such as: Emergency and safety drills Minimum crewing levels Records management Ensure qualifications and TA compliance of staff under supervision Operate and maintain on board machinery, equipment and systems Conduct training Provide timely advice through the chain of command regarding and issues which affect mission capability or the availability of ABF assets.
