Health, Safety and Environment (HSE) Advisor

Role Summary
Reporting to the WHS Manager, this role adds value by enabling Health, Safety and Environment (HSE), creating foresight about the changing shape of risk and facilitating action before people are harmed. Support line management to implement and improve safety and environmental processes and practices that meet organisational HSE objectives. Provide timely and accurate subject matter guidance on HSE opportunities and challenges and work with the project team, client, and contractors for timely and effective implementation and enforcement of safe systems of work.
This position provides support to leadership and oversight for project operations and will coordinate with client, contractor, and Fluence Asia Pacific (APAC) HSE&Q teams as necessary. This position will be site-based and will require some travel within Victoria.
Essential Responsibilities
Champion global, region and country vision, mission, objectives, goals, and initiatives.
Implement, monitor, and maintain HSE safe systems of work and project document and records in accordance with Fluence’s DMS.
Implement, monitor, and enforce safety processes and standards.
Develop and implement project HSE plans, procedures, and processes aligned to project scope.
Develop, implement, enforce, and monitor project induction and training programs.
Implement processes for verification of competency.
Report Projects and Services HSE performance as directed.
Lead, facilitate, monitor, analyze, review, and report serious work, health, safety, environment and quality incidents investigations and develop/review causal and root cause factors.
Monitor and report on the status of corrective and preventative actions.
Develop and implement project-specific WHS plans, procedures, and processes as required.
Review and approve contractor plans, procedures, and processes as required.
Implement, conduct, and report on project assurance and governance requirements.
Report on contractor HSE performance.
Develop and maintain project key stakeholder relationships.
Develop, implement, and monitor HSE training programs.
Develop and maintain project risk and aspect and impact registers.
Lead, develop, mentor, and coach project resources as necessary.
Participate in performance review processes as required.
Monitor changes in legislative, regulatory, client, and/or Fluence policy or direction to HSE systems of work.
Lead, conduct, and participate in project leadership activities (safety walks, inspections, engagement, and observations, etc.).
Monitor and report on injured workers' status and develop return to work plans as necessary.
As directed by Project Manager or Functional Manager.
Qualifications
+5 years in energy sector in HSE advisory roles or complimentary sectors (industrial, civil, oil and gas, manufacturing).
+2 years in HSE advisory role within renewable sector (project-based) desirable.
Highly proficient in Microsoft Suite and database management.
Highly proficient investigative skillset with proven experience in using causation investigation models.
Good communication, report writing, presentation, and stakeholder management skillset.
Good analytical skillset.
Lead auditor (9001, 45001 / 4801, 14001 management systems) highly desirable.
Comprehensive knowledge of OHS/WHS, E legislations within area of accountability.
