Primary Objective: Provide leadership and management to the Housing Maintenance unit to enable effective, high quality and culturally appropriate delivery of public and Government Employee Housing maintenance services within the Big Rivers Region. Key Duties and Responsibilities: Lead the implementation and delivery of housing maintenance and related services, including the ongoing analysis and review of changing client needs, contractual management matters and implementation of key reforms to meet the department's strategies. Identify staff development needs and training opportunities that ensure capability exists to carry out operational activities efficiently and effectively to achieve required performance outcomes. Prepare high standard, accurate and timely briefs, reports, high level submissions and Ministerial and Legislative assembly briefs on housing and property maintenance programs. Establish and maintain effective partnerships with key stakeholders, service providers, government and non-government agencies to deliver effective housing maintenance services. Provide strategic advice to management and authoritative input into the development and review of housing operational programs, policies and procedures. Respond positively to change with a commitment to ongoing improvement and professional development. Selection Criteria: Essential: Strong leadership skills with experience in staff management and proven ability to provide leadership in a changing organisational and frontline service delivery environment. Ability to undertake strategic planning including the development of performance measures which are aligned with government policy, environmental change and client needs. Capacity to think laterally and show good judgement, intelligence and common sense in developing solutions based on strategic analysis in regional settings. Highly developed written and verbal skills including the ability to communicate effectively with varied stakeholders. Knowledge of Northern Territory and Australian Government policy and strategic direction, including housing related legislation and regulations, or the ability to quickly acquire. An understanding of Indigenous affairs and culture with the ability to interact effectively with people of diverse cultures. Demonstrated experience in contract and project management, with proven ability to lead frontline staff in the management of remote contracts. Current NT "C Class" driver's license or equivalent and the capacity to travel regularly to remote communities by road and/or light aircraft. Desirable: Extensive experience working in Aboriginal communities. Tertiary qualifications relevant to the position and/or extensive relevant experience. Working knowledge of functions, policies and regulatory controls within the public housing sector, including the Housing Act and Residential Tenancies Act.
