This pay rate is inclusive of mandatory 25% casual loading.Our client, a large QLD Government Department, is seeking to engage an experienced Lead Business Analyst to assist in the replacement of the current business critical system, along with its supporting applications and databases.Key ResponsibilitiesProvide leadership, mentoring, and oversight to a team of two business analysts, fostering effective collaboration, ensuring quality deliverables, and maintaining alignment with project objectives and organisational goals.Elicit, document, and analyse business rules and perform business process mapping to identify current and desired states, addressing gaps and inefficiencies.Apply and promote established business analysis procedures, methodologies, and best practices across the team and within the project.Oversee the development, documentation, and implementation of detailed business and functional requirements, ensuring they are comprehensive and meet stakeholder needs.Facilitate workshops and discussions with business stakeholders and internal ICT teams to gather requirements, analyse needs, and drive consensus on project outcomes.Collaborate with business stakeholders and users to identify key opportunities for improvement and innovation and contribute to the development of business cases and feasibility assessments.Capture, model, and refine desired future-state processes, integrating roles, business rules, systems, and information to align with strategic objectives.Support the preparation of strategies, implementation plans, benefits realisation frameworks, and other project-related activities to ensure successful delivery of outcomes.Lead or assist in the creation of key project documents, including business cases, requirements specifications, process maps, and other essential deliverables.Assist in defining, tracking, and reporting on project benefits to ensure alignment with organisational value expectations.Review technical documentation and solution architecture.Provide technical analysis support during the Design phase.Facilitate workshops and create design specifications to enable development of required integrations to the Azure Integration Platform of the new product suite.Create and perform system tests to ensure quality and document outcomes.Identify and participate in the resolution of application and system integration issues.Prioritise requirements, features and user stories and communicate these effectively to stakeholders, including conducting walkthroughs for review and approval.Manage collaborative relationships with stakeholders and external technology vendors to develop and implement the required changes to ICT infrastructure.Establish clear roles, responsibilities, and performance expectations for senior business analysts, fostering accountability and professional growth.Proactively identify potential interpersonal conflicts within the team and address them using structured conflict resolution techniques, such as mediation or facilitated discussions.Exhibit high emotional intelligence to understand team dynamics, individual motivations, and stressors, ensuring team cohesion and engagement.Strategically allocate resources and tasks, balancing team strengths, project demands, and individual career development goals.Manage team morale and performance during high-pressure situations, ensuring the team remains focused and motivated to meet project deadlines.Implement regular one-on-one coaching sessions, performance reviews, and real-time feedback mechanisms to address issues promptly and support career growth.Assess team skillsets and identify opportunities for upskilling through training programs, workshops, or knowledge-sharing sessions to address emerging technical or business requirements.Eligibility RequirementsSignificant demonstrated experience as a Lead Senior Business Analyst within the Government sector, with a proven ability to navigate its unique processes, policies, and stakeholder environments, will be highly regarded.Proven expertise in eliciting and documenting business and functional requirements, utilising formal processes and methodologies to ensure a strong foundation for the design and implementation of effective solutions while delivering rapid, incremental outcomes.Demonstrated ability to perform business rules elicitation, business process mapping (using BPMN standards), and business process re-engineering to optimise workflows and align with organisational goals.Comprehensive knowledge and application of established business analyst procedures, frameworks, and best practices, ensuring consistency and high-quality outputs.Strong capability in the identification, development, and management of benefits, including creating benefits profiles and benefits realisation matrices to track and measure project value.Well-developed communication and stakeholder engagement skills, with the ability to effectively analyse and document business processes, requirements, and project outcomes.
