Covering an area of over 1700 km2 from Sunbury to beyond the borders of Macedon Ranges Shire, the organisation of 280 staff and 100 volunteers are based across four sites in the towns of Kyneton, Romsey and Sunbury.

About the Role
We are seeking a dynamic People and Culture Manager to lead and elevate the People & Culture function. Reporting to our newly appointed Chief People Officer and working closely with the executive team, you will play a key role in driving positive change and ensuring the P&C team moves from a reactive to a proactive approach.
This is not a typical HR management role; you will be hands-on, leading by example, and addressing key post-merger challenges between the Sunbury and Cobaw sites. You will help foster a unified culture, improve HR processes, and address performance and legacy issues. Key projects will include streamlining recruitment processes, leading workforce planning initiatives, enhancing L&D capabilities, policy review & process standardisation and refining HR systems.
What You’ll Do:
* Lead, coach, and develop the emerging P&C team.
* Foster a unified organisational culture across Sunbury, Kyneton, and Romsey sites.
* Implement strategic HR initiatives such as workforce planning, recruitment process improvements, and policy reviews.
* Provide strong mentorship and guidance, particularly in performance management and building HR capabilities.
* Drive change management initiatives and support a growing workforce.
* Collaborate with leadership to enhance HR systems and ensure long-term improvements in performance, accountability, and employee engagement.
What You’ll Bring:
* Proven leadership and coaching experience, with a strong focus on developing HR teams and building capabilities.
* Ability to manage change effectively and address legacy HR challenges.
* Solid knowledge of the Fair Work Act and IR, though deep IR expertise is not required.
* Expertise in recruitment, workforce planning, and process improvement.
* Pragmatic, collaborative, and resilient approach with a strong focus on long-term outcomes.
* A hands-on leader who is adaptable and capable of rolling with the challenges of a not-for-profit environment.

* Undergraduate degree in relevant discipline is preferred or significant equivalent work experience
