About the Department The Office of TAFE Coordination and Delivery (OTCD) sits within the Skills and Employment Group dedicated to enabling Victorians to access contemporary skills and employment opportunities and employers to attain a skilled workforce. This goal is one of the key strategic priorities of the broader Victorian Government Department of Jobs, Skills, Industry and Regions. The OTCD plays a pivotal role in providing system leadership and oversight for the TAFE Network across Victoria, coordinating TAFEs and Dual Sector Universities to operate as a strong and efficient TAFE Network. Their primary objective is to drive quality in the way the Victorian TAFE Network provides training, ensuring that it operates as a coordinated network and effectively serves Victorian students, employers, and communities while aligning with government priorities. About the Role The CEO of OTCD is responsible for providing strategic and operational guidance to the TAFE network, ensuring alignment with government expectations and requirements. The CEO's leadership drives service delivery planning from a whole-of-state perspective with a strong focus on deep network cooperation. This role is vital in supporting the success of the Victorian TAFE Network and its pivotal contribution to the future of Victoria by providing skills that meet the needs of employers and students. Key Accountabilities: Lead high-performance teams to deliver outcomes through influencing and displaying contemporary leadership capability. Engage in stakeholder negotiations to achieve mutually accepted and implementable policy outcomes that drive quality. Communicate with diverse audiences and identify common issues among stakeholders to foster mutually beneficial partnerships that maximize outcomes. Lead the strategic functions of the OTCD, advancing the expectations and performance measures set by the Ministerial Statement of Expectations. Apply critical thinking, pragmatism, and a result-oriented approach to achieve desired outcomes. Oversee the management of the OTCD's operational accountabilities, including aligning strategy, budget, business planning, and reporting with the Department's overall policy and delivery priorities. Share your expertise and relevant experience to support continuous improvement and innovation to maximize network impact. Establish metrics to evaluate the quality and effectiveness of work delivered and encourage new and innovative approaches that exceed expectations. Ensure the delivery of core business objectives, performance targets, collaboration efforts, and risk management plans while adhering to relevant legislation and statutory obligations. Identify, understand, and detail outputs and outcomes to facilitate successful delivery.
