Infrastructure Delivery Group
The Infrastructure Delivery Group provides commercial, procurement and risk management advice to the Government and guidance to departments regarding Partnerships Victoria projects and complex major projects, ensuring value for money and efficiency in infrastructure procurement and delivery and optimal risk allocation. The group also develops construction policies, supplier registers and standard contracts and implements the Market-led Proposals Guideline to facilitate new and innovative private sector initiatives.
Infrastructure Policy and Assurance Group
The Infrastructure Policy and Assurance (IPA) group's purpose is to be an influential and trusted source for advice and infrastructure project assurance for the State's capital investments.
This is achieved by:
1. providing advice to government on capital investment proposals through the State budget process (leading advice on the capital program and producing Budget Paper ;
2. project assurance as it relates to the High Value High Risk Project Assurance Framework and Gateway Review Process; and
3. providing frameworks, guidance, and policy advice to government on infrastructure investments (including at the program level), asset management, construction and commercial contracting.
IPA comprises an economic infrastructure team and a social infrastructure team, with Directors and analysts shadowing departments for the purposes of project assurance and the annual capital budget process.
About the roles
We have multiple roles across both teams.
The Director, Infrastructure Delivery is responsible for providing advice and support to the Executive Director, other senior executives and the Treasurer on the procurement and delivery of complex major projects. This includes projects delivered as Public Private Partnerships and/or similar private finance transactions, together with advice relating to opportunities for innovation and reform. As a leader of the Infrastructure Delivery Group, you will ensure your staff are well motivated and supported to perform their roles of advising key stakeholders. You will also ensure your team effectively develops and implements key procurement frameworks and policy.
The Director, Infrastructure Policy and Assurance is responsible for providing advice and support to the Executive Director, Deputy-Secretary and Treasurer on new investment proposals and management of the state's capital pipeline as part of the annual State budget process. You will also work closely with departments on the assurance and delivery of major projects including by representing DTF on formal project governance structures. As a leader of the Infrastructure Assurance Group, you will ensure your staff are well motivated and supported to perform their roles of advising key stakeholders, and help ensure the Group has a high-performing and supportive culture.
About you
We are seeking applications from candidates with:
4. Leadership skills with experience in building a collaborative team culture, and actively modelling the Department's vision and values.
5. Well-developed communication, influencing and negotiating skills including the ability to build consensus and foster effective working relationships with key stakeholders at senior levels within the public and private sectors.
6. Proven experience in managing a portfolio of strategic projects and functions to achieve organisational objectives.
7. Strategic and commercial acumen that can be deployed effectively within a developed understanding of governance, procurement and resource management and with demonstrable sound judgement.
8. Proven ability to provide practical advice to government to solve complex problems in a sensitive, time-pressured and often ambiguous environment; often with competing and changing priorities.
Experience and qualifications
9. Experience in government and a comprehensive understanding of the workings of government (mandatory). An understanding of the budget process would be highly beneficial.
10. Experience delivering policy, managing programs and managing resources in a complex environment requiring sound judgement and management of risk.
11. Track record managing and influencing multi-disciplinary teams.
12. Post-graduate qualifications in finance, business, HR, law, public policy, public administration, organisational change or similar are desirable but not mandatory.
