Building and Property Operations leads the department's building, property and facilities management functions to ensure assets are fit for purpose, available and accessible to support departmental and operational requirements. This involves ensuring leasing portfolio and tenure management, effective asset lifecycle management, statewide planning and delivery of minor works, and repairs and maintenance, and appropriate facilities management. The team works closely with the Building and Property Investment team to ensure an aligned portfolio approach is adopted in the delivery and lifecycle management of assets and accommodation solutions that suitably support the operations of the department.
As the Principal Property Officer, you will work collaboratively and engage with key stakeholders and suppliers to progress work across a broad range of facilities management and related service activities, including planning, solutioning, financial management and reporting to coordinate the day-to-day building functions, and guarantees the safety and functionality of all facilities, including upkeep of relevant systems to meet departmental requirements. Through the application of contemporary property management and cost control strategies, you will contribute to the development and implementation of strategies, programs, performance measurement and reporting frameworks to promote a clean and safe working environment for all QFD employees.

The Queensland Fire Department (QFD) provides fire prevention, preparedness, and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.

Purpose of the role

Key requirements
* Minimum C class drivers licence (non-restricted).
* Proven Facilities Management experience, preferably within a complex facilities environment.
* Demonstrated experience in contractor management, procurement, and contract preparation, administration and management.
* Knowledge and experience of project management methodologies and their application in a facilities management environment.
* High-level interpersonal and communication skills, including the ability to establish strong links with key stakeholders as well as the ability to negotiate effectively and work through issues constructively.
Special requirement
* This role may require work to be performed out-of-business hours and in response to crisis management in support of operational employees who play a vital role in providing the 24 / 7, 365 days a year emergency response and public safety capability the organisation delivers to the Queensland community.
Your key accountabilities
Responsibilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
* Manage suppliers, contracts and contractors for the delivery of building and facility maintenance, security, and grounds maintenance, to ensure operational optimal performance of facilities and assets without compromising quality or safety.
* Provide high-level advice and recommendations to key stakeholders relating to building and facility management matters to ensure effective decision-making, efficient utilisation of resources, and smooth operations of the facility that meets the needs of the department and its employees.
* Develop, implement and maintain effective administrative systems, policies and procedures to enhance services and enable the successful delivery of facilities management and best practice strategies.
* Maintain knowledge of the requirements under the Workplace Health and Safety Act (2011), and other relevant government legislation, policies and frameworks, to ensure the management of risks through appropriate safeguards in the interests of all employees and bona fide visitors to departmental facilities.
* Adopt and promote a continuous improvement philosophy by maintaining an in-depth knowledge of property and facilities management best practices and leveraging any emerging opportunities to achieve improved outcomes for the department.
* Develop and maintain effective working relationships with key internal and external stakeholders, clients and suppliers to ensure appropriate solutions and governance are responsive to current and future property needs.
* Research, prepare and review reports, briefs and submissions that address issues with facilities and building assets, in accordance with departmental requirements and governance.
* Manage a small multi-disciplinary team, fostering positive teamwork, providing support and direction on work priorities, and assisting in the ongoing development of staff through performance planning and review.
