Canberra, ACTOngoingCarbon Markets BranchAbout the BranchFacilitating vibrant carbon markets is a key plank in Australia achieving net zero emissions by 2050.The agency has recently been tasked by government to deliver a range of new policy initiatives to grow Australia's regulated carbon markets and certify the integrity of low emissions production for international and domestic markets.These include developing an Australian Carbon Exchange, Guarantee of Origin Scheme, implementing a new carbon unit for use by Australia's largest emitters and the reformed Safeguard Mechanism.The role of the Carbon Markets Branch is to provide economic analysis to support effective outcomes for the schemes we administer.This includes the function of the CER Principal Economist and the agency Quarterly Carbon Market Report (QCMR).Branch ObjectivesProvide economic, market and policy advice, support, or action on complex scheme implementation.Influence the design of potential new schemes or policies to ensure they are market friendly as well as workable and enforceable.Increase confidence in the carbon and renewable energy markets by highlighting the market opportunity of our schemes including understanding the international context.Role Responsibilities and DutiesReporting to the Executive General Manager, Scheme Support Division, the General Manager Carbon Markets role is a complex and diverse role requiring a high degree of vision, leadership, management skills, economic analysis, commercial and market insights.As a member of the agency business leadership team, you will inspire staff in the Carbon Markets Branch and the CER broadly on how to enable the best outcomes for the CER's purpose.This is an exciting and important time for the agency with new schemes and markets in addition to existing and rewarding work influencing and providing advice to policy makers and the market.You will build effective, high performing teams and have the ability to lead, mentor and develop others.As well as providing expert advice and counsel to the Executive General Manager, the General Manager Carbon Markets Branch will also:Provide strategic direction for the branch to fulfil legislative objectives and divisional and agency priorities.Ensure capability of the branch to deliver its objectives including through development of staff, continuous improvement in business processes and anticipating the needs of internal and external clients.Lead the provision of strategic economic analysis insights and advice to support policy development and scheme delivery.Identifying opportunities, linkages, and risks within and across domestic and international carbon markets, building relationships and keeping across market trends.Communicate complex economic concepts into succinct and accurate content, for a wide variety of audiences and guide delivery of the Quarterly Carbon Market Reports.Support the agency's economic literacy and maturity in becoming "commercially savvy."Work collaboratively and develop strong networks both internally and externally including with each of the CER's administered schemes.You will be accountable for building and developing the branch that works in a hybrid function.Promote risk-based decision making in accordance with agency risk management.Promote and maintain capabilities and good governance to effectively manage and use data assets within your area of business responsibility in accordance with the agency's data governance framework.Present to the public on our schemes and the markets.Qualifications/ExperienceThe following qualifications, skills and experience are required of the position:Tertiary qualifications with a strong grounding in economic theory, or the equivalent work-based learning with proven understanding of markets and significant market achievements.Outstanding leadership skills, a substantial record of achievement and a reputation for innovation and delivery of results.Also, an effective collaborative work style.Excellent interpersonal skills and proven ability to present well at conferences.Strong economic frameworks and demonstrated experience in policy advice, economic regulation or financial markets.Broad understanding of the current challenges being faced by Australia in the transition to Net Zero Emissions, the Clean Energy Regulator's role in the transition and how carbon markets can support this.Applications close 11.30pm on Sunday, 20 October 2024.#J-18808-Ljbffr
