We are seeking a highly skilled and detail-driven Technology Control Officer (TCO) to join one of our key Defence engagements at the Land Network Integration Centre (LNIC). This is a crucial role that ensures compliance with international export regulations (ITAR and EAR) and upholds Australia's commitments to the secure and lawful management of US and allied defence technologies.
About the Role – Your Mission as a Technology Control Officer As a TCO at LNIC, you will be responsible for managing and enforcing export control processes to support the secure handling of sensitive military technologies—particularly those governed by the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) .
You'll work within the LNIC Business Management (BM) team, partnering with Defence stakeholders, program leads, vendors, and subject matter experts to ensure all compliance obligations are proactively managed and aligned with Defence Export Control policy.
This position goes beyond documentation—you'll be a trusted advisor, compliance champion, and critical decision support asset across programs handling some of Australia's most advanced Land, Joint, and Coalition technologies.
Key Responsibilities – What You'll Deliver Throughout the 12-month engagement (with possible extension), you'll lead or contribute to the following deliverables:
Compliance, Governance & Policy Management Update and maintain the LNIC Technology Control Plan (TCP) in line with Defence Export Control guidance and Army's Enterprise Management System (EMS). Ensure that LNIC's use of US-controlled technology strictly adheres to ITAR/EAR obligations—including appropriate authorisations from the US Department of State or Commerce. Support the generation, submission, and filing of Foreign Military Sales (FMS) documentation, including Third Party Retransfers and Technical Assistance Agreements (TAA). Maintain an accurate register of vendors, projects, and staff with ITAR/EAR delegations for specific technologies and systems. Ensure that all staff who handle export-controlled material have appropriate security clearances and technical access delegations. Work closely with Subject Matter Experts (SMEs) across LNIC to identify and classify systems, components, documents, or data that fall under ITAR or EAR jurisdiction. Conduct assessments of technology origin, use-cases, and export risks—ensuring tailored controls are applied across each engagement. Lead onboarding sessions for new personnel to familiarise them with export control protocols and handling procedures. Deliver annual refresher training for existing staff, ensuring LNIC maintains a consistent and compliant knowledge base. Host Professional Development Sessions to raise awareness of ITAR/EAR impacts on Defence projects. Work with Objective Workgroup Coordinators to maintain naming conventions, access permissions, and folder structures that clearly flag and segregate ITAR content. Collaborate with teams managing other repositories such as Git, Confluence, SharePoint, and internal knowledge bases to ensure consistency and traceability in the handling of controlled data. Provide regular status reports to the LNIC Executive on the state of export compliance, including incidents, gaps, and corrective actions. Assist the BMU with Knowledge Management (KM) activities, streamlining how LNIC documents, stores, and secures sensitive materials. Key Selection Criteria – What We're Looking For We're looking for a capable, curious, and collaborative professional who thrives in high-security, high-compliance environments. Your ideal background includes Defence, national security, engineering, technology compliance, or systems governance.
You'll be successful in this role if you have:
Deep knowledge of ITAR/EAR regulations and their implications on Defence technology, particularly in the Land domain. Experience managing policy, planning, and compliance documentation at the organisational level, with a focus on practical application. Strong understanding of access control frameworks, especially within enterprise-grade knowledge management tools (preferably Objective). Demonstrable ability to engage with technical experts and classify content that falls under export control laws. Skilled communicator with the ability to positively influence senior stakeholders and decision-makers. Familiarity with Third Party Retransfer and Technical Assistance Agreements, including liaising with international defence vendors. Proven experience in executive reporting, including identification of compliance gaps, audit risks, and resolution strategies. Familiarity with collaboration and KM platforms like Jira, Confluence, SharePoint, and Git. A proactive mindset and willingness to learn, seek clarification, and collaborate with others to solve complex challenges. This position requires a minimum NV1 security clearance through AGSVA at contract commencement.
Note: You may be required to undergo a security upgrade to NV2 depending on project needs.
