A merit list or pool may be used for up to 18 months.Position OverviewThe Program Compliance and Fraud Branch is responsible for delivering program compliance, fraud control, and investigation activities for the National Indigenous Australians Agency (NIAA). The Branch comprises three sections and is responsible for the receipt, assessment, and investigation of allegations of fraud and serious non-compliance.Key ResponsibilitiesAs an EL 1 Assistant Director, Compliance, you will undertake a variety of work including but not limited to:Leading case work on NIAA funded service providers where there is suspected complex or serious non-compliance.Overseeing Serious Non-Compliance Reviews of NIAA funded providers.Providing advice on intensive support compliance matters to colleagues in the regions across Australia.Triage assessment of matters that have been referred to the section.Provision of financial expertise for Serious Non-Compliance Reviews.Researching, critically analysing, and responding to complex compliance matters.Managing or contributing to the development of compliance-related training and education.Preparing, reviewing, or delegating creation of reports and briefs.Ensuring processes are developed and in place for monitoring and reporting on compliance.Skills and ExperienceWe are looking for applicants with a diverse range of skills and experience in one or more of the following:Financial accounting and/or auditing.Grants administration and/or program management.Program or regulatory compliance, risk and intelligence, or investigations.Experience working in a regional office or equivalent setting.Key CompetenciesThe successful candidate will demonstrate:Analytical, research, and problem-solving skills in an operational compliance or fraud investigations environment.Ability to interpret and analyse non-compliance with funding agreements.Highly developed written and oral communication skills.Leadership and team management skills, including mentoring and developing staff.High level of emotional intelligence and a creative mindset.Well-developed organisational and interpersonal skills.Effective time management skills to respond to multiple priorities.Experience using specialised software for investigations and compliance.Commitment to APS Values and Code of Conduct and NIAA Values and Behaviours.Ability to travel interstate on occasions.Desirable QualificationsDesirable qualifications include:Certificate IV in Government Investigations.Relevant qualifications in conducting intelligence assessments.Relevant academic qualifications with membership of CA ANZ or CPA.Eligibility RequirementsTo be eligible for this position, you must be an Australian Citizen.
