Job Summary:
Provide complex expertise, business development and proposal management support on all assigned projects. Responsible for managing technical work, budgets, schedules, client management, and oversight of the successful work of a multi-disciplinary technical team. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.
Essential Job Duties and Responsibilities: Responsible for proposal, pricing, and Statement of Work (SOW) development. Support formal proposal development. Create Program Integrated Management Plan containing events, accomplishments, and criteria. Serve as the prime point of contact for assigned program with customer, senior management, and functional management. Control program risk through identification of risk, risk quantification, and develop risk mitigation strategies. Create staffing profiles, schedules and budgets in support of the project execution and profit goals. Support negotiations as required with the customer. Conduct regular program evaluation and review meetings to identify current and future problems and initiate actions for their resolution. Arrange and attend all customer meetings. Interface with customer on technical issues, scheduling, and cost and respond to all customer technical and operational questions with appropriate assistance from functional organisations. Actively identify unstated customer requirements (pain points) and champion these requirements in the product development process. Prepare and submit progress reports to higher management and to the customer when required. Maintain regular liaison with all proposal/program contributors to ensure the necessary level of communication is in place to assure realisation of their commitments. Approve and monitor major purchase orders and subcontracts. Approve make/buy decisions. Monitor and evaluate subcontractors' performance to ensure cost, technical, and schedule requirements are met. Monitor and ensure the control of product quality and configuration. Ensure that all contract deliverables and services are properly delivered to the customer for acceptance within the contractual schedule. Verify timely invoicing. Manage reports on the program, ensuring performance is at a high level. Ensure any personnel items are progressed as required. General Duties and Responsibilities: Comply with Cubic's Quality Management System. Comply with Cubic Occupational Health, Safety and Environment policies and procedures. Comply with security in accordance with established policies and procedures of the organisation. Other duties as requested. Minimum Job Requirements: Qualifications: University degree or equivalent in a relevant discipline. Project Management Certification in Prince2 or PMBOK. Skills/Experience/Knowledge Essential: Minimum 8 years' experience in delivering projects, including complex programs. Must have appropriate customer experience. This will vary depending on the program. Proficient in MS Office applications including a working knowledge of Microsoft Project, Microsoft PowerPoint, Oracle Primavera P6 Scheduling Tool. Proven ability to manage multiple projects at one time, including associated project teams. Proven ability to be a decisive and pro-active leader, with an ability to manage people effectively. Strong interpersonal and communication skills with the ability to communicate new ideas/issues to internal and external customers. Exceptional written and verbal communication skills. Strong commercial acumen and good influencing and negotiation skills. Highly driven, self-motivated, and able to work unsupervised. Takes ownership of problems and sees them through to the end. Establishes priorities and meets multiple deadlines. Able to work at a detailed level and step back to a strategic level as required. Able to deal with ambiguity and establish structure to provide clarity. Adaptable and embraces change. Condition of Employment:
Successful outcome of a National Police Check.
