About the role:Reporting to the Secretary, the Deputy Secretary, People, Operations, Legal and Regulation (POLaR) is a key senior leadership position with oversight and responsibility for a wide range of functions. The position is responsible for:Legal services: management of legal risk and delivery of legal services across the department and Safer Care Victoria, including the legislative program, freedom of information, privacy and integrity.Regulatory services: oversight of the Health Regulator, which operates across multiple regulatory domains to prevent harm to the health of Victorians. This includes discharge of key regulatory functions, as well as leading regulatory reform.Ministerial services: delivering ministerial services, and providing Cabinet, parliamentary and portfolio coordination, appointments, and governance advice.Risk management: provision of Department-wide support on risk management and business continuity, and coordinate VAGO performance audits.Industrial relations: representing the Department on sector wide enterprise bargaining and significant industrial relations matters.People functions: enhancing the employee experience including a ‘fair and equitable' recruitment process for both VPS and Executives and championing a positive workplace culture aligned with department and VPS values.Procurement: overseeing procurement and business frameworks.Corporate planning and report: leading corporate planning and performance reporting.Capability and development: managing leadership and development programs, delivering business improvement projects and leading organisational design and change management.Supporting the operation of independent panels.The role also involves the direct delivery of material advice to key stakeholders, including the Secretary and Ministers. And to deliver a world-class healthcare system that ensures every single Victorian can access safe, quality care that leads to better health outcomes for all.About you:Provide authoritative and strategic enabling advice to Ministers, Secretary and Executive Board.Effectively represent the department's interests in high-level discussions and negotiations on department-wide project initiatives on behalf of the Secretary with state government departments, health services, other jurisdictions, service providers and within the department.Identify and investigate complex issues and critical risks and develop mitigation strategies by reviewing and analysing impacts on the health sector and considering legislation, policy, service standards and regulation to review or develop new guidelines.Establish and oversee highly complex and strategic priority projects within the department on behalf of the Secretary, making decisions and providing critical advice that impacts the wider organisational direction and successful implementation of new government priorities, initiatives and reform.Manage complex and high-risk challenges for the department and Safer Care Victoria, statutory and integrity risk, challenges to the delivery of strategic priority outcomes, and risks to reputation and organisational integrity.Develop the strategic agenda and plan (3-to-5-year focus) for POLaR to ensure the translation of government priorities and reform objectives into the department's strategic planning.Provide overarching leadership and strategic direction of the Division, ensuring integration, coherence, and alignment with departmental strategic direction and goals.Contribute to shaping the department's strategic vision and culture as a member of the senior executive and take full responsibility for developing the strategic agenda and plan for the POLaR Division, integrating a range of activities, programs and functions to ensure the translation of government priorities and reform objectives into the department's strategic planning.What we offer:The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.A strong commitment to work-life balance, including a diverse array of flexible working arrangements.How to apply:Applications should include a resume and a cover letter.
