The Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) is the research arm of the Australian Government Department of Agriculture, Fisheries and Forestry. Our mission is to provide professionally independent data, research, analysis and advice that informs public and private decisions affecting Australian agriculture, fisheries and forestry. The Job
ABARES has a number of positions available at EL2 level, including Senior Economist, Senior Statistician and Agricultural Statistics Program Lead.
As an EL2 within ABARES you will be responsible for leading components of ABARES work program and supporting and building a positive team culture. For all EL2 roles this includes:
* providing effective and timely high-level advice to the ABARES Executive, the Department and other stakeholder agencies and organisations
* providing strategic leadership to your team, building the capability of the team, guiding and mentoring staff
* developing ideas for new projects and research activities based on Departmental priorities, stakeholder needs and emerging issues
* building and maintaining relationships and partnerships to ensure effective communication and consultation with key stakeholders in ABARES, government, industry, Research and Development Corporations, the broader research community, and international organisations
* managing people and resources in line with Departmental guidelines and policies.
In addition to the above, the following role-specific elements apply:
* leading a team of economists and analysts in the development and implementation of the ABARES research agenda including developing and publishing core products and research on farm productivity, performance and competitiveness
* producing core statistical products (R&D investment, Farmland Prices, Total Factor Productivity, Climate-Adjusted Total Factor Productivity)
* developing and publishing policy-relevant research reports, papers and presentations to support evidence-based policy and providing key insights on the agriculture sector.
* maintaining, and improving the quality, reliability, and integrity of ABARES use of statistical, analytical and modelling methods, and coordinate the application of approaches
* providing strategic oversight and guidance of methodology for ABARES statistical program
* responsibility for designing a survey sampling program to meet multiple data objectives under cost and operational constraints.
* managing the work program and providing leadership and strategic oversight of the Agricultural Statistics Program delivering on the modernising agricultural statistics initiative
* guiding and setting statistical, economic and data analysis standards, and actively promoting the uptake of modern methods
* supporting the development of agricultural statistics using new statistical methods and data sources in collaboration with other government agencies and industry stakeholders.
What we are looking for
Knowledge and experience; Skills and capabilities
We are looking for candidates who meet the following criteria:
* Proven experience in communicating complex concepts and analysis in a clear and engaging way to a range of stakeholders.
* Previous experience leading the development of an annual work plan, in consultation with key stakeholders, based on government priorities and industry needs.
* A proven record of leading and supporting a diverse team of experienced economists and/or data and research analysts, empowering others to achieve results and building an inclusive and high performing culture.
* Strong management skills, including the ability to manage and oversee a range of complex projects concurrently, coordinate the work of a team to deliver to timelines, exercise judgement, manage project-related risks and competing timelines.
* Demonstrated leadership, knowledge and experience working on applied productivity analysis.
* The ability to identify emerging productivity-related issues and design engaging policy-relevant products.
* Proven ability to update and work with complex approaches to managing statistical data, economic or research products and publications.
* Expertise in a range of quantitative methods, relevant topics include but are not limited to: statistics, survey design, modelling techniques, machine learning techniques, and experience working with large data sets.
* For the Agricultural Statistic Program Lead role: knowledge of key methodological issues and the ability to make strategic decisions about these topics is required.
* For the Senior Statistician role: technical expertise is required in these areas.
* Experience working with agricultural data and/or geospatial data is an advantage, but not essential.
Mandatory qualifications
* A degree-level tertiary qualification in economics, statistics, data science or another relevant discipline is mandatory.
* Proficiency using analytical programming languages is required for the Senior Economist and Senior Statistician role. At ABARES we commonly use Python, R, and PowerBI. Demonstrated experience with these or similar languages is required or a willingness to learn these languages if you aren’t already familiar with them.
